背景技术
随着电信市场的繁荣和发展,基础电信业务市场不断扩大并走向成熟。用户需要更多种类更丰富多彩的个性化电信服务,而全球电信市场开放格局的形成,运营商竞争的焦点又集中在对用户的争夺上。因此,更优质的服务、更多彩的业务成为运营商竞争的砝码。
网络投资是运营商最主要的支出,尤其是在移动网络流量激增的当下,传统移动网络运营商要投入巨额的资金,建设、升级网络,资金压力极大。移动虚拟网络运营商(Mobile Virtual Network Operator,简称MVNO)的出现,给网络的运营提供了新的模式,MVNO通常指本身没有运营牌照或者发展规模受到限制,需要利用已有的基础移动运营商(Mobile Network Operator,简称MNO)的网络发展自己的用户,并向用户提供业务的运营者。对于本身具有运营牌照的基础移动网络运营商也可以通过租用其他基础移动网络运营商的网络(一般也称之为网络共享)来发展自己的用户和提供业务,这也可以看作是MVNO。相比之下,MVNO租用现有成熟网络即可推出业务的模式具有节约成本投入的优势,因此在成熟的电信市场上,越来越多的MVNO涌现出来,通过在细分市场上的精耕细作,作为MNO的一个有效补充。
欧洲电信管理委员会(Body of European Regulators of Electronic Communications,简称BEREC)提出的欧洲漫游法案将在近期开始实施。在该法案的一种称为本地路由(Local Break Out,简称LBO)的方案中,将在拜访地引入新的可选漫游服务提供商(Alternative Roaming Service Provider,ARP)概念,使得漫游用户可以选择除拜访地运营商外的其他第三方运营商(即ARP)进行网络接入,在此场景下ARP的功能可能由MVNO来实现。由于在BEREC的欧洲漫游法案的LBO方案中,漫游用户设备将利用统一接 入点名称(Access Point Name,简称APN)(EUInternet)访问拜访地的ARP网关,并执行相关计费。因此当用户设备选择某一MVNO作为其ARP后,需要为用户设备选择属于该MVNO的网关进行业务。而在不同的场景中拜访地网络如何为漫游用户选择MVNO的网关进行业务则是本发明需要解决的问题。
发明内容
本发明实施例提供一种网关的选择方法、装置及***,能够针对不同场景,在拜访地网络中为漫游用户设备所选则的MVNO分配合适的网关进行业务。

步骤201、UE漫游至拜访地时,UE接入拜访地的移动运营商为用户设备分配的MME1。
为了方便说明,假设UE归属地的运营商为MNO1,UE当前所在拜访地的运营商为MNO2,当UE漫游至该拜访地时,根据漫游技术自动选网至拜访地的移动运营商MNO2的拜访陆上公用移动通信网(Visit-Public Land Mobile Network,简称VPLMN)网络,该VPLMN为UE先分配一个MME1,而后UE接入该MME1,MME1可以是MNO2的任意一个MME。
步骤202、UE向MME1对应的网关发送数据业务请求。
其中,MME1对应的网关可以理解为由MME1选择的用于处理数据业务的网关,例如S-GW和/或P-GW。

具体的,MME1上配置有能够为各个MVNO服务的MME的配置信息,其中,上述各个MVNO可以指漫游支撑***能够提供的各个MVNO。MME1根据签约数据中的MVNO1的标识,先判断MME1自身能否为MVNO1服务, 如果MME1能为MVNO1服务,则不需要改变UE当前的接入设置,由MME1以及MME1对应的网关(S-GW/P-GW)为UE执行数据业务;如果MME1不能为MVNO1服务,则MME1根据上述配置信息,选择能够为MVNO1服务的MME2分配给UE,由MME2以及MME2对应的网关为用户设备执行数据业务(图11中用虚线箭头表示)。其中,MME2对应的网关可以理解为由MME2选择的用于处理数据业务的网关。
若网络管理设备为PCRF单元,则如图12所示,执行步骤214~步骤218。
步骤214、漫游支撑***向PCRF单元发送携带MVNO1的标识和UE的标识的第三通知消息。该第三通知消息用于指示UE已选择MVNO1作为其漫游服务提供商,并且统一APN。该PCRF单元为MNO2的多个PCRF中支持统一APN漫游服务的PCRF。PCRF是业务数据流和IP承载资源的策略与计费控制策略决策点,它为策略与计费执行功能(Policy and Charging Enforcement Function,简称PCEF)单元选择及提供可用的策略和计费控制决策。
步骤215、PCRF单元根据UE的标识查找获取UE的用户上下文(User Context),获取该用户上下文关联的至少一个会话,并在至少一个会话中选择分组数据网络(Packet Data Network,PDN)信息为统一APN的第一会话。
步骤216、PCRF单元向漫游支撑***返回通知响应消息。
步骤217、PCRF单元根据第一会话触发策略与计费规则上报流程至PCEF单元,使PCEF单元通过携带MVNO1的标识的事件触发信元指示MME1进行网络重选。PCEF单元,主要包含业务数据流的检测、策略执行和基于流的计费功能。该功能实***于网关,例如通用分组无线服务技术(General Packet Radio Service,简称GPRS)的GPRS支持节点(Gateway GPRS Support Node,简称GGSN)网关、演进分组核心网(Evolved Packet Core,简称EPC)的P-GW、无线局域网(Wireless Local Area Networks,简称WLAN)的分组数据(Packet Data Gateway,简称PDG),也可独立部署。
步骤218、MME1根据MVNO1的标识为用户设备选择能够为MVNO1服务的MME以及对应的网关。
具体的,MME1上配置有能够为各个MVNO服务的MME的配置信息,该各个MVNO可以指漫游支撑***能够提供的各个MVNO。MME1根据事 件触发信元中的MVNO1的标识,先判断MME1自身能否为MVNO1服务,如果MME1能为MVNO1服务,则不需要改变UE当前的接入设置,由MME1以及MME1对应的网关(S-GW/P-GW)为UE执行数据业务;如果MME1不能为MVNO1服务,则MME1根据上述配置信息,选择能够为MVNO1服务的MME2分配给UE,由MME2以及MME2对应的网关为用户设备执行数据业务(图12中用虚线箭头表示)。

当UE是MVNO签约用户时,假设UE是MVNO1的签约用户,且MVNO1与UE的归属地的MNO1、拜访地的MNO2都已签约,则本发明的实施例提供的网关的选择方法,如图13所示,可以包括以下步骤:
UE漫游至拜访地时,拜访地的移动运营商为UE分配MME1,此时UE还未接入MME1。
步骤301、UE向MME1发送携带特殊APN信息的接入请求。
具体的,拜访地的MNO2为其漫游业务的不同签约MVNO设置有不同的配置的APN信息。因此,已经和MVNO1签约的UE,就可以写到MNO2为其分配的特殊APN信息,该特殊APN信息能够表明UE是MVNO1的签约用户。
步骤302、MME1判断MME1能否为MVNO1服务。若能为MVNO1服 务,则执行步骤303;否则执行步骤304~步骤307。MME1上配置有能够为各个MVNO服务的MME的配置信息,该各个MVNO可以指漫游支撑***能够提供的各个MVNO。
步骤303、在UE接入MME1后由MME1以及MME1对应的网关为UE执行数据业务(图13中用虚线框表示)。
步骤304、MME拒绝向UE发送拒绝消息。拒绝消息中携带能够为MVNO1服务的MME2的标识。该MME2可以是能够为MVNO1服务的任意一个MME,是MME1根据上述配置信息为UE分配的。
步骤305、UE根据MME2的标识发起接入MME2的接入流程。
具体的,UE携带MME2的标识重新发起附着,接入网侧根据MME2的标识为UE执行接入MME2的流程,接入流程中包括MME2与UE的归属地PLMN,即HPLMN(Home PLMN)的HSS进行鉴权流程。其中,可选的是HSS将MVNO1的标识***到签约数据中,并将***MVNO1的标识发送给MME2。
步骤306、MME2根据UE的特殊APN信息或者步骤305中签约数据中的MVNO1的标识确认UE签约的MVNO为MVNO1。
步骤307、MME2以及MME2对应的网关为UE执行数据业务。
本发明实施例提供的网关的选择方法,若用户设备不是第一MVNO的签约用户,当用户设备漫游至拜访地时,用户设备接入拜访地的移动运营商为用户设备分配的第一MME,用户设备在接入第一MME后向第一MME对应的网关发送数据业务请求,第一MME对应的网关将数据业务请求重定位至漫游支撑***,漫游支撑***向用户设备提供的多个可选的漫游服务提供商ARP,用户设备在多个ARP中选择第一MVNO,并向漫游支撑***发送选择第一MVNO的通知,漫游支撑***与用户设备进行用户设备与第一MVNO的在线签约,漫游支撑***通知网络管理设备指示第一MME为用户设备选择能够为第一MVNO服务的MME以及对应的网关。若用户设备是第一MVNO的签约用户,用户设备向第一MME发送携带特殊接入点名称APN信息的接入请求,特殊APN用于指示用户设备为第一MVNO的签约用户,以便用户设备在接入第一MME后第一MME为用户设备选择能够为第一MVNO服务的MME以及对应的网关。从而能够针对不同场景,在拜访地网 络中为漫游用户设备所选则的MVNO分配合适的网关进行业务。

  1. 一种用户设备,其特征在于,所述用户设备包括:
    接入单元,用于当所述用户设备漫游至拜访地时,接入所述拜访地的移动运营商为所述用户设备分配的第一移动管理实体MME;
    数据请求单元,用于所述用户设备在接入所述第一MME后向所述第一MME对应的网关发送数据业务请求,以便所述第一MME对应的网关将所述数据业务请求重定位至漫游支撑***;
    漫游选择单元,用于在所述漫游支撑***提供的多个可选的漫游服务提供商ARP中选择第一虚拟移动运营商MVNO,并与所述第一MVNO签约,以便所述漫游支撑***通知网络管理设备指示所述第一MME为所述用户设备选择能够为所述第一MVNO服务的MME以及对应的网关;
    或者,
    所述接入单元,用于向所述第一MME发送携带特殊接入点名称APN信息的接入请求,所述特殊APN用于指示所述用户设备为所述第一MVNO的签约用户,以便所述用户设备在接入所述第一MME后所述第一MME为所述用户设备选择能够为所述第一MVNO服务的MME以及对应的网关。
  2. 根据权利要求1所述的用户设备,其特征在于,所述漫游选择单元具体用于:
    接收所述漫游支撑***推送的ARP列表;所述ARP列表中包括至少一个MVNO的标识;
    在所述ARP列表选择第一MVNO作为所述用户设备的漫游服务提供商,并将APN设置为规定的统一APN;
    向所述漫游支撑***返回第一通知消息,用于向所述漫游支撑***通知所述用户设备已选择第一MVNO作为所述用户设备的漫游服务提供商,并已将APN设置为规定的统一APN;
    与所述漫游支撑***进行所述用户设备与所述第一MVNO的在线签约,以便完成所述在线签约后,所述漫游支撑***通知网络管理设备指示所述第一MME进行网络重选,以便所述第一MME为所述用户设备选择能够为所述第一MVNO服务的MME以及对应的网关;其中,所述第一MME上配置有能够为各个MVNO服务的MME的配置信息。
  3. 根据权利要求2所述的用户设备,其特征在于,所述网络管理设备包括:归属地签约用户服务器HSS;所述漫游选择单元具体用于:
    与所述漫游支撑***进行所述用户设备与所述第一MVNO的在线签约,以便完成所述在线签约后,所述漫游支撑***向所述HSS发送携带所述第一MVNO的标识的第二通知消息,用于向所述HSS通知有所述用户设备接入所述第一MVNO,以便所述HSS将所述第一MVNO的标识***到签约数据中并将所述签约数据发送给所述第一MME指示所述第一MME进行网络重选,以便所述第一MME根据所述第一MVNO的标识判断所述第一MME能否为所述第一MVNO服务,若所述第一MME能为所述第一MVNO服务,则由所述第一MME以及所述第一MME对应的网关为所述用户设备执行数据业务;若所述第一MME不能为所述第一MVNO服务,则根据所述配置信息为所述用户设备分配能够为所述第一MVNO服务的第二MME,以便由所述第二MME以及所述第二MME对应的网关为所述用户设备执行数据业务。
  4. 根据权利要求2所述的用户设备,其特征在于,所述网络管理设备包括:策略与计费制定功能PCRF单元;所述漫游选择单元具体用于:
    与所述漫游支撑***进行所述用户设备与所述第一MVNO的在线签约,以便完成所述在线签约后,所述漫游支撑***向所述PCRF单元发送携带所述第一MVNO的标识和所述用户设备的标识的第三通知消息,用于向所述PCRF单元通知所述用户设备请求已选择所述第一MVNO,且使用所述统一APN,以便所述PCRF单元根据所述用户设备的标识获取所述用户设备的用户上下文,并在所述用户上下文关联的至少一个会话中,选择分组数据网络PDN信息中APN为所述统一APN的第一会话,并根据所述第一会话触发策略与计费规则上报流程至策略及计费执行功能PCEF单元,使所述PCEF单元通过携带所述第一MVNO的标识的事件触发信元指示所述第一MME进行网络重选,以便所述第一MME根据所述第一MVNO的标识判断所述第一MME能否为所述第一MVNO服务,若所述第一MME能为所述第一MVNO服务,则确定由所述第一MME以及所述第一MME对应的网关为所述用户设备执行数据业务;若所述第一MME不能为所述第一MVNO服务,则根据所述配置信息为所述用户设备分配能够为所述第一MVNO服务的第二MME,以便由所述第二MME以及所述第二MME对应的网关为所述用户设 备执行数据业务。
  5. 根据权利要求1所述的用户设备,其特征在于,所述接入单元还具体用于:
    向所述第一MME发送携带特殊接入点名称APN信息的接入请求,所述特殊APN用于指示所述用户设备为所述第一MVNO的签约用户,以便所述第一MME判断所述第一MME能否为所述第一MVNO服务;
    若所述第一MME能为所述第一MVNO服务,则在所述用户设备接入所述第一MME后由所述第一MME以及所述第一MME对应的网关为所述用户设备执行数据业务;
    若所述第一MME不能为所述第一MVNO服务,接收所述第一MME发送的拒绝消息,所述拒绝消息中携带能够为所述第一MVNO服务的第二MME的标识;其中,所述第一MME上配置有能够为各个MVNO服务的MME的配置信息,所述第二MME,是所述第一MME根据所述配置信息为所述用户设备分配的;
    根据所述第二MME的标识执行接入所述第二MME的接入流程,以便所述用户设备接入所述第二MME后,由所述第二MME根据所述特殊APN或第一MVNO的标识识别所述用户设备签约的MVNO,在确认所述用户设备签约的MVNO为所述第一MVNO后,由所述第二MME以及所述第二MME对应的网关为所述用户设备执行数据业务。
  6. 一种移动管理实体MME,其特征在于,所述MME包括:
    接收单元,用于当用户设备漫游至拜访地时,接收用户设备发送的接入请求;所述MME是用户设备漫游至拜访地时,所述用户设备接入的所述拜访地的移动运营商为所述用户设备分配的;
    若所述接入请求中未携带特殊接入点名称APN信息,所述接收单元,还用于接收网络管理设备的发送的为所述用户设备选择能够为所述第一虚拟移动运营商MVNO服务的MME以及对应的网关的指示;其中,所述指示是在所述用户设备接入所述MME后,由所述MME对应的网关接收所述用户设备发送数据业务请求,并将所述数据业务请求重定位至漫游支撑***,在所述用户设备在所述漫游支撑***提供的多个可选的漫游服务提供商ARP中选择第一MVNO,并与所述第一MVNO签约后,由所述漫游支撑***通知所 述网络管理设备向所述MME下发的;
    网络重选单元,用于根据所述指示所述为所述用户设备选择能够为所述第一MVNO服务的MME以及对应的网关;
    若所述接入请求中携带特殊APN信息,所述特殊APN用于指示所述用户设备为所述第一MVNO的签约用户,所述网络重选单元,还用于为所述用户设备选择能够为所述第一MVNO服务的MME以及对应的网关。
  7. 根据权利要求6所述的MME,其特征在于,所述网络管理设备包括:归属地签约用户服务器HSS;
    所述接收单元还用于,接收所述HSS发送的签约数据更新请求,所述签约数据更新请求中携带***所述第一MVNO的标识的签约数据;
    所述网络重选单元具体用于:
    根据所述签约数据中的所述第一MVNO的标识判断所述MME能否为所述第一MVNO服务;所述MME上配置有能够为各每个MVNO服务的MME的配置信息;
    若所述MME能为所述第一MVNO服务,则确定由所述MME以及所述MME对应的网关为所述用户设备执行数据业务;若所述MME不能为所述第一MVNO服务,则根据所述配置信息为所述用户设备分配能够为所述第一MVNO服务的第二MME,以便由所述第二MME以及所述第二MME对应的网关为所述用户设备执行数据业务。
  8. 根据权利要求6所述的MME,其特征在于,所述网络管理设备包括:策略与计费制定功能PCRF单元;
    所述接收单元还用于,接收策略及计费执行功能PCEF单元发送的携带所述第一MVNO的标识的事件触发信元,所述事件触发信元是由所述PCRF单元指示所述PCEF单元发送的;
    所述网络重选单元具体用于:
    根据所述事件触发信元中的所述第一MVNO的标识判断所述MME能否为所述第一MVNO服务;所述MME上配置有能够为各个MVNO服务的MME的配置信息;
    若所述第一MME能为所述第一MVNO服务,则确定由所述MME以及所述MME对应的网关为所述用户设备执行数据业务;若所述MME不能为 所述第一MVNO服务,则根据所述配置信息为所述用户设备分配能够为所述第一MVNO服务的第二MME,以便由所述第二MME以及所述第二MME对应的网关为所述用户设备执行数据业务。
  9. 根据权利要求6所述的MME,其特征在于,若所述接入请求中携带特殊APN信息,所述网络重选单元具体用于:
    根据所述特殊APN确定所述用户设备为所述第一MVNO的签约用户;
    根据判断所述MME能否为所述第一MVNO服务;所述MME上配置有能够为各个MVNO服务的MME的配置信息;
    若所述MME能为所述第一MVNO服务,则在所述用户设备接入所述MME后由所述MME以及所述MME对应的网关为所述用户设备执行数据业务;
    若所述MME不能为所述第一MVNO服务,所述MME向所述用户设备发送拒绝消息,所述拒绝消息中携带能够为所述第一MVNO服务的第二MME的标识,以便所述用户设备根据所述第二MME的标识执行接入所述第二MME的接入流程,以便所述第二MME根据所述特殊APN或第一MVNO的标识识别所述用户设备签约的MVNO,在确认所述用户设备签约的MVNO为所述第一MVNO后,由所述第二MME以及所述第二MME对应的网关为所述用户设备执行数据业务;其中,所述MME上配置有能够为各个MVNO服务的MME的配置信息,所述第二MME,是所述MME根据所述配置信息为所述用户设备分配的。
  10. 一种漫游支撑***,其特征在于,所述漫游支撑***包括:
    接收单元,用于接收第一移动管理实体MME对应的网关重定位的用户设备的数据业务请求,所述第一MME是所述用户设备漫游至拜访地时,所述用户设备接入的所述拜访地的移动运营商为所述用户设备分配的,所述数据业务请求是所述用户设备在接入所述第一MME后向所述第一MME对应的网关发送的;
    推送单元,用于向所述用户设备提供的多个可选的漫游服务提供商ARP;
    所述接收单元,还用于接收所述用户设备发送的所述用户设备在所述多个ARP中选择第一虚拟移动运营商MVNO的通知;
    签约单元,用于所述漫游支撑***与所述用户设备进行所述用户设备与 所述第一MVNO的在线签约;
    重选指示单元,用于通知网络管理设备指示所述第一MME为所述用户设备选择能够为所述第一MVNO服务的MME以及对应的网关。
  11. 根据权利要求10所述的漫游支撑***,其特征在于,所述推送单元具体用于:
    向所述用户设备推送ARP列表,所述ARP列表中包括至少一个MVNO的标识;
    所述接收单元还具体用于:接收所述用户设备返回的第一通知消息,所述第一通知消息,用于向所述漫游支撑***通知所述用户设备已选择第一MVNO作为所述用户设备的漫游服务提供商,并已将接入点名称APN设置为规定的统一APN。
  12. 根据权利要求11所述的漫游支撑***,其特征在于,所述网络管理设备包括:归属地签约用户服务器HSS;所述重选指示单元具体用于:
    向所述HSS发送携带所述第一MVNO的标识的第二通知消息,用于向所述HSS通知有所述用户设备接入所述第一MVNO,以便所述HSS将所述第一MVNO的标识***到签约数据中并将所述签约数据发送给所述第一MME指示所述第一MME进行网络重选,以便所述第一MME根据所述第一MVNO的标识判断所述第一MME能否为所述第一MVNO服务,若所述第一MME能为所述第一MVNO服务,则由所述第一MME以及所述第一MME对应的网关为所述用户设备执行数据业务;若所述第一MME不能为所述第一MVNO服务,则根据所述配置信息为所述用户设备分配能够为所述第一MVNO服务的第二MME,以便由所述第二MME以及所述第二MME对应的网关为所述用户设备执行数据业务。
  13. 根据权利要求11所述的漫游支撑***,其特征在于,所述网络管理设备包括:策略与计费制定功能PCRF单元;所述重选指示单元具体用于:
    向所述PCRF单元发送携带所述第一MVNO的标识的第三通知消息,用于向所述PCRF单元通知所述用户设备请求已选择所述第一MVNO,且使用所述统一APN,以便所述PCRF单元根据所述用户设备的标识获取所述用户设备的用户上下文,并在所述用户上下文关联的至少一个会话中,选择分组数据网络PDN信息中APN为所述统一APN的第一会话,并根据所述第一会 话触发策略与计费规则上报流程至策略及计费执行功能PCEF单元,使所述PCEF单元通过携带所述第一MVNO的标识的事件触发信元指示所述第一MME进行网络重选,以便所述第一MME根据所述第一MVNO的标识判断所述第一MME能否为所述第一MVNO服务,若所述第一MME能为所述第一MVNO服务,则确定由所述第一MME以及所述第一MME对应的网关为所述用户设备执行数据业务;若所述第一MME不能为所述第一MVNO服务,则根据所述配置信息为所述用户设备分配能够为所述第一MVNO服务的第二MME,以便由所述第二MME以及所述第二MME对应的网关为所述用户设备执行数据业务。
  14. 一种用户设备,其特征在于,所述用户设备包括:处理器、存储器、输入/输出接口;所述该处理器、所述存储器、所述输入/输出接口通过总线电连接;所述输入/输出接口用于与其他设备交互;所述存储器用于存储计算机程序;所述处理器用于执行所述计算机程序用于:
    当用户设备漫游至拜访地时,接入所述拜访地的移动运营商为所述用户设备分配的第一移动管理实体MME;
    在接入所述第一MME后向所述第一MME对应的网关发送数据业务请求,以便所述第一MME对应的网关将所述数据业务请求重定位至漫游支撑***;
    在所述漫游支撑***提供的多个可选的漫游服务提供商ARP中选择第一虚拟移动运营商MVNO,并与所述第一MVNO签约,以便所述漫游支撑***通知网络管理设备指示所述第一MME为所述用户设备选择能够为所述第一MVNO服务的MME以及对应的网关;
    或者,
    向所述第一MME发送携带特殊接入点名称APN信息的接入请求,所述特殊APN用于指示所述用户设备为所述第一MVNO的签约用户,以便所述用户设备在接入所述第一MME后所述第一MME为所述用户设备选择能够为所述第一MVNO服务的MME以及对应的网关。
  15. 根据权利要求14所述的用户设备,其特征在于,所述处理器用于执行所述计算机程序具体用于:
    接收所述漫游支撑***推送的ARP列表;所述ARP列表中包括至少一 个MVNO的标识;
    在所述ARP列表选择第一MVNO作为所述用户设备的漫游服务提供商,并将APN设置为规定的统一APN;
    向所述漫游支撑***返回第一通知消息,用于向所述漫游支撑***通知所述用户设备已选择第一MVNO作为所述用户设备的漫游服务提供商,并已将APN设置为规定的统一APN;
    与所述漫游支撑***进行所述用户设备与所述第一MVNO的在线签约,以便完成所述在线签约后,所述漫游支撑***通知网络管理设备指示所述第一MME进行网络重选,以便所述第一MME为所述用户设备选择能够为所述第一MVNO服务的MME以及对应的网关;其中,所述第一MME上配置有能够为各个MVNO服务的MME的配置信息。

    所述漫游支撑***通知网络管理设备指示所述第一MME为所述用户设备选择能够为所述第一MVNO服务的MME以及对应的网关。
  38. 根据权利要求37所述的方法,其特征在于,所述漫游支撑***向所述用户设备提供的多个ARP;所述漫游支撑***接收所述用户设备在所述多个ARP中选择第一MVNO的通知包括:
    所述漫游支撑***向所述用户设备推送ARP列表,所述ARP列表中包括至少一个MVNO的标识;
    所述漫游支撑***接收所述用户设备返回的第一通知消息,所述第一通知消息,用于向所述漫游支撑***通知所述用户设备已选择第一MVNO作为所述用户设备的漫游服务提供商,并已将接入点名称APN设置为规定的统一APN。
  39. 根据权利要求38所述的方法,其特征在于,所述网络管理设备包括:归属地签约用户服务器HSS;所述漫游支撑***通知网络管理设备指示所述第一MME为所述用户设备选择能够为所述第一MVNO服务的MME以及对应的网关包括:
    所述漫游支撑***向所述HSS发送携带所述第一MVNO的标识的第二通知消息,用于向所述HSS通知有所述用户设备接入所述第一MVNO,以便所述HSS将所述第一MVNO的标识***到签约数据中并将所述签约数据发送给所述第一MME指示所述第一MME进行网络重选,以便所述第一MME根据所述第一MVNO的标识判断所述第一MME能否为所述第一MVNO服务,若所述第一MME能为所述第一MVNO服务,则由所述第一MME以及所述第一MME对应的网关为所述用户设备执行数据业务;若所述第一MME不能为所述第一MVNO服务,则根据所述配置信息为所述用户设备分配能够为所述第一MVNO服务的第二MME,以便由所述第二MME以及所述第二 MME对应的网关为所述用户设备执行数据业务。
  40. 根据权利要求38所述的方法,其特征在于,所述网络管理设备包括:策略与计费制定功能PCRF单元;所述漫游支撑***通知网络管理设备指示所述第一MME为所述用户设备选择能够为所述第一MVNO服务的MME以及对应的网关包括:
    所述漫游支撑***向所述PCRF单元发送携带所述第一MVNO的标识的第三通知消息,用于向所述PCRF单元通知所述用户设备请求已选择所述第一MVNO,且使用所述统一APN,以便所述PCRF单元根据所述用户设备的标识获取所述用户设备的用户上下文,并在所述用户上下文关联的至少一个会话中,选择分组数据网络PDN信息中APN为所述统一APN的第一会话,并根据所述第一会话触发策略与计费规则上报流程至策略及计费执行功能PCEF单元,使所述PCEF单元通过携带所述第一MVNO的标识的事件触发信元指示所述第一MME进行网络重选,以便所述第一MME根据所述第一MVNO的标识判断所述第一MME能否为所述第一MVNO服务,若所述第一MME能为所述第一MVNO服务,则确定由所述第一MME以及所述第一MME对应的网关为所述用户设备执行数据业务;若所述第一MME不能为所述第一MVNO服务,则根据所述配置信息为所述用户设备分配能够为所述第一MVNO服务的第二MME,以便由所述第二MME以及所述第二MME对应的网关为所述用户设备执行数据业务。
  41. 一种网关的选择方法,其特征在于,所述方法包括:
    用户设备漫游至拜访地时,所述用户设备向所述拜访地的移动运营商为所述用户设备分配的第一移动管理实体MME发起接入请求;
    若所述用户设备的所述接入请求中未携带特殊接入点名称APN信息,则所述用户设备在接入所述第一MME后向所述第一MME对应的网关发送数据业务请求;
    所述第一MME对应的网关将所述数据业务请求重定位至漫游支撑***;
    所述漫游支撑***向所述用户设备提供的多个可选的漫游服务提供商ARP;
    所述用户设备在所述多个ARP中选择第一虚拟移动运营商MVNO,并向所述漫游支撑***发送选择第一MVNO的通知;
    所述漫游支撑***接收到所述通知后,与所述用户设备进行所述用户设备与所述第一MVNO的在线签约;
    所述漫游支撑***通知网络管理设备指示所述第一MME为所述用户设备选择能够为所述第一MVNO服务的MME以及对应的网关;
    所述第一MME根据网络管理设备的指示所述为所述用户设备选择能够为所述第一MVNO服务的MME以及对应的网关;
    若所述接入请求中携带特殊APN信息,所述特殊APN用于指示所述用户设备为所述第一MVNO的签约用户,所述第一MME为所述用户设备选择能够为所述第一MVNO服务的MME以及对应的网关。
