     基端側が前記インナケースの内面に固定されると共に先端側を前記インナケースに形成された第1挿通孔に挿通することで一部が外部に露出し、前記インナケース内の領域を前記棒状物品が収納される収納部と非収納部とに仕切る仕切り帯片を更に備え、
     前記仕切り帯片は、前記第1挿通孔から前記インナケースの外部への送り出し量が調節されることで前記収納部および前記非収納部の比率を変更自在である、
