目前, 第三代合作项目 ( 3GPP, 3rd Generation Partnership Project )通信 ***中, 如在 10号版本(Release-10 ), 网络侧可通过开放式移动体系结构设备 管理 ( OMA DM, Open Mobile Alliance Device Management )技术或用户识别 模块空口 (OTA, over the air )技术, 将用户设备(UE, User Equipment ) 配 置为低优先级( low priority ), 如配置为时延容忍 ( Delay Tolerance )等。
在一些应用场景下, UE可能支持多个应用, 而每个应用的优先级又可能 是不同的(即可能存在优先级高低之分 ), 但是按照现有 3GPP的机制, 当 UE 被网络侧配置为低优先级时, 其除业务用户服务( Service Users Service )或紧 急呼叫外的其它业务都被网络侧看成是低优先级业务,这就将导致在网络拥塞 时, 该 UE的任何业务(其中可能包括一些特定重要应用的业务)都可能被网 络侧不合理的拒绝, 进而降低用户对特定应用的体验。 发明内容
本发明实施例提供业务发起方法、 承载或接入点名称的属性信息传递方 法、 移动性管理网元、 用户设备和通信***, 以提高网络侧处理 UE发起业务 的合理性, 增强用户对特定应用的体验。
为解决上述技术问题, 本发明实施例提供以下技术方案:
一种承载或接入点名称的属性信息传递方法, 包括:
移动性管理网元获得用户设备 UE的承载或所签约接入点名称 APN的优先 级属性确定策略信息;
向所述 UE发送携带所述优先级属性确定策略信息的非接入层消息。 一种业务发起方法, 其特征在于, 包括:

指示生成模块,用于生成所述优先级确定模块确定的优先级对应的接入属 性指示;
发送模块,用于向网络侧发送携带有所述指示生成模块生成的接入属性指 示的消息, 以便于网络侧根据所述接入属性指示对所述 UE发起的所述业务进 行接入控制。
一种通信***, 包括:
移动性管理网元, 用于获得用户设备 UE的承载或所签约接入点名称 APN 的优先级属性确定策略信息; 向所述 UE发送携带所述优先级属性确定策略信 息的非接入层 NAS消息;

由上可见, 本发明实施例中由于移动性管理网元通过 NAS消息, 将 UE的 承载或所签约接入点名称( APN, Access Point Name )的优先级属性确定策略 信息传递给 UE, UE可根据该优先级属性确定策略信息, 确定发起的业务所基 于的承载或 APN的优先级; 生成确定的承载的优先级对应的接入属性指示; 并 向网络侧发送携带该接入属性指示的消息,使得网络侧可根据该接入属性指示 对 UE发起的业务进行接入控制成为可能。 该机制使 UE明确其发起业务所基于 承载的优先级, UE通过指示使得网络侧可明确其业务接入控制逻辑, 故而有 利于提高网络侧处理 UE发起业务的合理性, 有利于增强用户对特定应用的体 验。 附图说明

本发明实施例提及的 UE可能是人到人( H2H, Human to Human )用户设 备或可能是机器到机器( M2M, Machine to Machine )用户设备, 或其它类型 的 UE。其中, M2M用户设备可称机器类型通信设备( MTC Device, Machine Type Communications Device )。 下面首先从移动性管理网元的角度, 对本发明方案进行介绍。
本发明传递承载属性的方法的一个实施例, 可包括: 移动性管理网元获得 用户设备 UE的承载或所签约 APN的优先级属性确定策略信息; 向该 UE发送携 带该优先级属性确定策略信息的非接入层消息。

在此场景下, UE后续发起业务请求时(可能是从空闲态转入连接态时发 起, 也可能是处于连接态时发起), 可根据承载或所签约 APN的优先级属性确 定策略信息,确定发起的业务所基于的承载或 APN的优先级; 并可生成确定的 优先级对应的接入属性指示; 向网络侧发送携带该接入属性指示的消息, 这样 便于网络侧根据接入属性指示对 UE发起的该业务进行接入控制。
可以看出, 本实施例中由于移动性管理网元通过 NAS消息, 将 UE的承载 或所签约 APN的优先级属性确定策略信息传递给 UE, 使得 UE可根据该优先级 属性确定策略信息,确定发起的业务所基于的承载或 APN的优先级; 并可生成 确定的承载的优先级对应的接入属性指示;并向网络侧发送携带该接入属性指 示的消息, 进而使得网络侧根据该接入属性指示对 UE发起的业务进行接入控 制成为可能。 该机制有利于 UE明确其发起业务所基于承载的优先级, 进而使 得 UE指示网络侧明确其业务接入控制逻辑成为可能, 故而有利于提高网络侧 处理 UE发起业务的合理性, 有利于增强用户对特定应用的体验。 下面从用户设备 UE的角度, 对本发明方案进行介绍。
本发明业务发起方法的一个实施例, 可包括: 用户设备 UE接收移动性管 理网元发送的非接入层消息, 该非接入层消息携带有该 UE的承载或所签约 APN的优先级属性确定策略信息; 根据该优先级属性确定策略信息,确定发起 的业务所基于的承载或 APN的优先级;生成该确定的优先级对应的接入属性指 示; 向网络侧发送携带有该接入属性指示的消息, 以便于网络侧根据该接入属 性指示对所述 UE发起的所述业务进行接入控制。
参见图 1-b, 具体步骤可以包括:
B1、 用户设备 UE接收移动性管理网元发送的非接入层消息;
其中, 该非接入层 NAS消息携带有该 UE的承载或所签约 APN的优先级属 性确定策略信息;
在实际应用中, 移动性管理网元可基于多种流程, 通过 NAS消息向 UE传 递承载优先级属性确定策略信息。 例如, 移动性管理网元可基于 UE的附着流 程、 去附着流程、 跟踪区更新流程、 承载修改流程、 承载去激活流程或其它流 程等, 向 UE传递承载优先级属性确定策略信息。 而 UE则可在附着流程、 去附 着流程、 跟踪区更新流程、承载修改流程、承载去激活流程或其它流程中接收 来自 MME的 NAS消息, 从该 NAS消息中获得移动性管理网元传递的承载优先 级属性确定策略信息。

B2、 UE根据其承载或所签约 APN的优先级属性确定策略信息, 确定发起 的业务所基于的承载或 APN的优先级;
在实际应用中, UE根据移动性管理网元传递的其承载或所签约 APN的优 先级属性确定策略信息, 可确定的一个或多个承载或 APN的优先级。
例如, 若优先级属性确定策略信息包括: UE签约的一个或多个 APN的优 先级属性指示, 则 UE根据该优先级属性确定策略信息, 可确定出其签约的一 个或多个 APN对应的所有承载的优先级。或者, 若承载优先级属性确定策略信 息包括: UE建立的一个或多个承载的优先级属性指示, 则 UE根据该优先级属 性确定策略信息, 可确定出建立的一个或多个承载的优先级。 可以理解, 优先 级属性确定策略信息中可包括 UE签约的部分优先级等级 APN (例如包括高 /中 优先级 APN, 或中 /低优先级 APN )的优先级属性指示, 和 /或, 包括 UE建立的 部分优先级等级承载 (例如包括高 /中优先级承载, 或中 /低优先级承载) 的优 先级属性指示, 而不包括剩余优先级等级 APN (例如不包括低优先级 APN或高 优先级 APN )或承载(例如不包括低优先级承载或高优先级承载)的优先级属 性指示(其中, UE可默认为该部分 APN或承载是某种优先级), 此场景下, UE 可根据优先级属性确定策略信息中包括的部分优先级等级 APN (或承载 )的优 先级属性指示, 确定出所有 APN (或承载) 的优先级。
举例来说, UE当前签约了 3个 APN (如 APN1、 APN2和 APN3 ), 其中, 若 移动性管理网元确定 APN1为低优先级, APN2为高优先级, APN3为中等优先 级, 此时, 移动性管理网元向 UE传递的优先级属性确定策略信息可包括: 指 示 APN1为低优先级、 APN2为高优先级、 APN3为中等优先级的优先级指示信 息; 或者, 可包括指示 APN2为高优先级、 APN3为中等优先级的优先级指示信 息, 但不包括指示 APN1为低优先级的优先级指示信息, 而此时, UE则可根据 该优先级属性确定策略信息确定出 APN2为高优先级、 APN3为中等优先级, 并 可默认确定出 APN1为低优先级(即 UE和网络侧约定在优先级属性确定策略信 息中未携带相应优先级属性指示的 APN默认为是低优先级属性); 或者, 移动 性管理网元向 UE传递的优先级属性确定策略信息可以包括: 指示 APN1为低优 先级、 APN3为中等优先级的优先级指示信息、但不包括指示 APN2为高优先级 的优先级指示信息, 而此时, UE则可根据该优先级属性确定策略信息确定出 APN1为低优先级、 APN3为中等优先级,并可默认确定出 APN2为高优先级(即 UE和网络侧约定在优先级属性确定策略信息中未携带相应优先级属性指示的 APN默认为是高优先级属性的), 以此类推。
又举例来说, 若移动性管理网元向 UE传递的承载优先级属性确定策略信 息包括: 各种优先级等级(例如高 /中 /低) 的承载对应的 Qos、 时延容忍或丟 包率等取值范围的指示信息, 则 UE可将承载的相关参数值与各种优先级等级 承载对应的 Qos、 时延容忍或丟包率等取值范围进行比较, 进而可确定出承载 的优先级。
可以理解的是, UE签约的一个 APN的优先级属性, 可看成是该 APN对应 的所有承载的优先级属性, 也就是说, 当 UE确定出其签约的某个 APN的优先 级属性, 也就相当于确定出了该 APN对应的所有承载的优先级属性。
B3、 UE生成确定的优先级对应的接入属性指示;
其中,接入属性指示可指示出接入的优先级(例如可指示出接入优先级等 级、 时延容忍等级、 丟包率等级、 QoS等级等), 可以理解, 接入优先级越高 则可越优先接入。
其中, 该接入属性指示与确定出的 UE发起的业务基于的 APN或承载的优 先级对应。 例如, 若确定出 UE发起业务基于的 APN或承载的优先级为高优先 级, 则 UE生成的接入属性指示所指示出的接入优先级等级可为高优先级; 若 确定出 UE发起业务基于的 APN或承载的优先级为中优先级, 则 UE生成的接入 属性指示所指示出的接入优先级等级亦可为中接入优先级(或为高 /低优先 级); 若确定的 UE发起业务基于的 APN或承载的优先级为低优先级, 则 UE生 成的接入属性指示所指示出的接入优先级等级亦可为低优先级,对于有多个优 先级等级的场景, 可以此类推。
B4、 UE向网络侧发送携带有该接入属性指示的消息, 以便于网络侧根据 该接入属性指示对 UE发起的业务进行接入控制。
在实际应用中, UE生成的接入属性指示可以是能够使网络侧设备确定出 业务的接入优先级等级的任意信息。
其中, UE例如可在无线资源控制( RRC, Radio Resource Control )消息(如 RRC连接请求消息或 RRC连接完成消息等 )或其它消息中携带该接入属性指 示, 以向接入网元指示业务的接入属性; 和 /或, 可在 NAS消息 (例如业务请 求消息、 附着请求消息或位置更新请求消息等)中携带该接入属性指示, 以向 移动性管理网元指示业务的接入属性。
进一步的, 接入网元可接收 UE在业务发起过程中发送的携带接入属性指 示的消息(如 RRC连接请求消息或 RRC连接完成消息等)或其它消息; 接入网 元可根据该接入属性指示对 UE发起的业务进行接入控制。 举例来说, 若该接 入属性指示所指示的接入优先级等级为高接入优先级,则接入网元可优先接入 该业务, 若该接入属性指示所指示的接入优先级等级为低接入优先级, 则接入 网元在网络拥塞时可选择拒绝接入或延迟接入该业务等。
此外, 移动性管理网元可接收 UE在业务发起过程中发送的携带接入属性 指示的 NAS消息 (如 PND连接请求消息等); 移动性管理网元可根据该接入属 性指示对 UE发起的业务进行接入控制
可以看出, 本实施例中由于移动性管理网元通过 NAS消息, 将 UE的承载 或所签约 APN的优先级属性确定策略信息传递给 UE, UE可根据该优先级属性 确定策略信息,确定发起的业务所基于的承载或 APN的优先级; 生成确定的承 载的优先级对应的接入属性指示; 并向网络侧发送携带该接入属性指示的消 息, 使得网络侧可根据该接入属性指示对 UE发起的业务进行接入控制成为可 能。 该机制使 UE明确其发起业务所基于承载的优先级, UE通过指示使得网络 侧可明确其业务接入控制逻辑, 故而有利于提高网络侧处理 UE发起业务的合 理性, 有利于增强用户对特定应用的体验。 下面从接入网元的角度, 对本发明方案进行介绍。
本发明业务接入控制方法的一个实施例, 可包括: 接入网元接收 UE在业 务发起过程中发送的携带接入属性指示的消息; 根据该接入属性指示对 UE发 起的该业务进行接入控制, 其中, 该接入属性指示由 UE根据移动性管理网元 下发的 APN或承载的优先级属性确定策略信息生成。
参见图 1-c, 具体步骤可以包括:
C1、接入网元接收 UE在业务发起过程中发送的携带接入属性指示的消息; 其中, 接入网元可接收 UE在业务发起过程中发送的携带接入属性指示的
RRC消息 (如 RRC连接请求消息或 RRC连接完成消息)或其它消息。
可以理解的是, UE亦可选择在高接入优先级等级时在向接入网元(或移 动性管理网元 )发送的消息中携带接入属性指示比特位, 而在低接入优先级等 级时采用默认指示, 即当高接入优先级时, UE在消息中携带接入属性指示比 特位来指示高接入优先级等级, 而当低接入优先级时, UE不在消息中携带接 入属性指示比特位, 此时接入网元(或移动性管理网元) 默认为 UE是指示低 接入优先级等级, 又或者, UE亦可选择在低接入优先级时在向接入网元发送 的消息中携带接入属性指示比特位, 而在高接入优先级时采用默认指示, 即当 高接入优先级时, UE不在消息中携带接入属性指示比特位,此时接入网元(或 移动性管理网元)默认为 UE是指示高接入优先级, 以此类推。
需要说明的是, UE向接入网元发起 RRC连接建立请求之前, 可先读取小 区广播消息中的扩展接入级别限制 ( Extended Access Class Barring )和接入级 别限制( Access Class Barring ), 并根据扩展接入级别限制和接入级别限制, 判 断当前无线网络是否允许当前将要发起的业务(可能是低优先级业务(例如时 延容忍度高的业务)接入, 若判断出当前无线网络不允许该业务接入(可能是 接入网元当前负荷较重 ) , 则可暂停发起该业务。
C2、 接入网元根据该接入属性指示对 UE发起的业务进行接入控制。
举例来说, 若该接入属性指示所指示的接入优先级为高接入优先级, 则接 入网元可优先进行接入,若该接入属性指示所指示的接入优先级为低接入优先 级, 则接入网元在网络拥塞时可选择拒绝接入或延迟接入等。 优先级属性确定策略信息,确定发起的业务所基于的 APN或承载的优先级; 并 生成确定的优先级对应的接入属性指示;向接入网元发送携带该接入属性指示 的消息, 接入网元可根据该接入属性指示对 UE发起的业务进行接入控制。 该 机制明确了接入网元的业务接入控制逻辑, 故而有利于提高接入网元处理 UE 发起业务的合理性, 有利于增强用户对特定应用的体验。 实施例一
为便于更好的理解本发明实施例的技术方案, 本实施例中主要以在 LTE通 信***具体实施为例来描述。
本实施例中主要针对在 UE附着时, 网络侧可根据该 UE的签约数据、 运营 商策略和本地策略等信息中的一种或多种, 决定该 UE的一个或多个^载的优 先级属性或该 UE所签约的一个或多个 APN的优先级属性, 并将该优先级属性 信息传递给 UE, 以便于 UE和接入网元(或 MME )根据该优先级属性信息进行 该 UE业务的接入控制。
参见图 2、 具体步骤可以包括:
201、 UE向 MME发送附着请求消息。
在一种应用场景下, 在进行网络附着过程中, UE可通过 RRC消息向 eNB 指示出与该 UE缺省配置的 APN或承载相对应的接入优先级(例如可在 RRC建 立请求消息或 RRC建立完成消息中携带接入属性指示 ),或者 UE可通过 NAS消 息向 MME指示出与该 UE缺省配置的 APN或承载对应的接入优先级 (此处可在 附着请求消息)等, 其中, 与该 UE缺省配置的 APN或承载相对应的接入优先 级可能是低优先级(如时延容忍度较高)、 高优先级(如时延容忍度较低)、 中 优先级或其它接入优先级。 此外, 若 UE上没有配置与缺省配置 APN或承载相 对应的接入优先级, 则 UE也可以不向 eNB或 MME指示出接入优先级。
202、 MME接收来自 UE的上述附着请求消息, MME从 HSS获取关于该 UE 的签约数据。
在一种应用场景下, 对于需要向 UE传递一个或多个承载的优先级属性的 情况, MME可以决定该一个或多个承载的优先级属性, 优先级属性包括例如 时延容忍度、 丟包率或 QoS等或其它业务属性。 其中, MME可以根据从 HSS 获取的该 UE的签约数据、 对应的 APN、 运营商配置策略和本地策略等信息中 的一种或多种, 决定该若干个承载的优先级属性。
对于需要向 UE传递一个或多个 APN的优先级属性(此处的 APN的优先级 属性亦可看成是该 APN对应的所有承载的优先级属性)的情况, HSS上可以保 存有该 UE签约的各个 APN的优先级属性信息; 举例来说, UE当前签约了 3个 APN (如 APN1、 APN2和 APN3 ), 其中, APN1可能是低优先级, APN2可能是 高优先级, APN3可能是中等优先级。 UE签约的各个 APN的优先级属性信息例 如可以指示哪些 APN是低优先级,哪些 APN是高优先级,对于有多个优先级等 级的情况, 以此类推。
当然, MME也可以决定 UE签约的某一个或多个 APN的优先级属性, 例如 可决定其时延容忍度、 Q0S、 丟包率或其它业务属性。 MME可以根据 HSS的签 约数据、相应的 APN、运营商配置策略和本地策略等信息中的一种或多种, 决 定该 APN的优先级属性。 可以理解的是, MME也可以决定 UE签约所有 APN的 优先级属性, 比如 UE签约 3个 APN (如 APN1、 APN2和 APN3 ), MME可根据 HSS上的该 UE的签约数据、 运营商配置策略和本地策略等信息中的一种或多 种, 决定出 APN1为正常优先级, APN2为低优先级, APN3为高优先级, 以此 类推, 对于有多个优先级等级的情况, 以此类推。
203、 MME向网关设备发送建立会话请求消息;
204、 网关设备建立缺省承载, 并向 MME发送建立会话请求响应消息; 在一种应用场景下, 若 UE在上述附着请求消息中携带了 APN信息, 则步 骤 203 - 204中 MME发起建立服务网关 (SGW, Serving Gateway )和分组数据 网络网关(PGW, Packet Data Network Gateway ) 关于该 APN的缺省 载。 否 则, MME发起建立该 UE签约的缺省 APN的缺省承载, 其中, 该建立会话请求 消息中可携带缺省承载的承载标识信息、 APN信息, 或者还可以携带该承载或 APN的优先级属性信息等, 其中, 该优先级属性信息可以来自 UE的指示, 或 者也可以由 MME确定。
此外, PGW、 SGW或 PCRF ( Policy and Charging Rules Function, 策略与 计费规则功能 )实体也可根据 APN信息, 该网元上配置的运营商策略和本地策 略等信息中的一种或多种, 决定该承载或 APN的优先级属性信息, 并可通过建 立会话响应消息将该优先级属性信息传递给 MME, MME亦可据此获得该 7 载 或 APN的优先级属性信息。
可以理解的是, UE的承载或签约的 APN的优先级属性可以由核心网中的 某一个节点 (例如 MME、 PGW、 SGW或 PCRF实体等)确定, 也可由某几个 节点共同确定,其中,该一个或几个节点可根据 HSS保存的相关签约数据、 APN 信息、 运营商策略和本地策略等信息中的一种或多种参数共同决定。
另外, MME还可通过建立会话请求消息, 将 UE签约的 APN列表信息传递 给 PGW, 该建立会话请求消息中也还可携带 UE签约 APN的优先级属性信息。
205、 MME将该 APN或承载的优先级属性信息传递给 UE ;
其中, MME在接收到来自网关设备的建立会话请求响应消息后, 确定该 APN的缺省承载建立完成, MME可通过 NAS消息, 将该 APN或承载的优先级 属性信息传递给 UE。 举例来说, MME可通过附着接受消息, 将 APN或承载的 优先级属性信息传递给 UE。
在实际应用中, 如果 MME是向 UE传递 APN的优先级属性信息(可包括当 前 APN的优先级属性信息), 例如, MME可在附着响应消息中的激活缺省 EPS 中增加一个属性指示字段, 利用属性指示字段携带 APN的优先级属性信息, 以 将其传递给 UE。 其中, 该属性指示字段例如可指示该 APN为低优先级(如指 示高时延容忍), 或者, 当该 APN不是低优先级(例如低时延容忍), 网络侧亦 可不在消息中携带指示比特, 此时, UE默认为该 APN为正常优先级或高优先 级, 并按照正常方式操作; 或者, 当该 APN是低优先级时, 网络侧亦可不在消 息中携带指示比特, 此时, UE默认为该 APN为低优先级, 以此类推。
此外, MME也可以将 UE签约 APN属性列表携带在附着响应消息。 该 APN 属性列表中可记录有 APN列表及其对应的优先级属性指示信息。
举例来说。 UE签约 APN1、 APN2和 APN3 , APN属性列表指示出 APN1为 低优先、 APN2为正常优先级、 APN3为高优先级。 另外, APN属性列表中也可 以只包括低优先级(如高时延容忍)属性的 APN列表, 或者, APN属性列表中 也可以只包括高优先级或正常优先级属性的 APN列表, UE据此可确定出所有 签约 APN的优先级属性。
此外, 如果 MME是向 UE传递承载的优先级属性信息:
例如, MME向 UE传递当前承载的优先级属性, MME可在附着响应消息中 的激活缺省 EPS承载上下文请求中增加一个属性指示字段, 利用该属性指示字 段携带承载的优先级属性信息, 以将其传递给 UE。 其中, 该属性指示字段例 如可指示为低优先级(如高时延容忍), 或者, 当该承载不是低优先级(例如 低时延容忍), MME可不在消息中携带上述属性指示字段, 此时, UE默认为 该承载为正常优先级或高优先级, 并按照正常方式操作。
又例如, 网络侧可以定义哪些 Qos取值范围为低优先级,以及那些哪些 Qos 取值范围为高优先级等, 例如定义哪些 QCI为低优先业务; 或者也可以定义哪 些时延或丟包率范围内的承载为低优先承载, MME可将优先级属性策略传递 给 UE, UE自行判断哪些承载为低优先承载, 哪些承载为高优先级承载, UE 具体可根据各承载的 Q0S来判断该承载的优先级。
206、 UE向 MME发送附着完成消息。

本实施例中主要针对 UE之前未从网络侧获得 APN或承载的优先级属性信 息, UE在发起业务时先使用缺省的配置 (如高优先级或低优先级)或正常接 入, 接入之后由网络侧决定其 APN或 7 载的优先级属性, 并传递给该 UE, 以 便于 UE和接入网元(或 MME )根据该优先级属性信息进行该 UE业务的接入控 制。
参见图 3, 具体步骤可以包括:
301、 UE已经注册到网络, 当需要建立对应某个 APN的 PDN连接时, UE 向 MME发送 PDN连接请求( PDN Connectivity Request ),在发起业务请求时 UE 可使用缺省配置(如高 /低优先级)或按照正常方式接入。
302、 MME接收来自 UE的 PDN连接请求, MME向网关设备( SGW和 PGW ) 发送建立会话请求消息。
303、 MME接收来自网关设备的建立会话请求响应消息;
其中, MME在接收到来自网关设备的建立会话请求响应消息后, 确定该 APN的缺省 7 载建立完成。
在一种应用场景下, 对于需要向 UE传递一个或多个承载的优先级属性的 情况, MME可以决定该一个或多个承载的优先级属性, 优先级属性包括例如 时延容忍度、 丟包率或 QoS等或其它业务属性。 其中, MME可以根据从 HSS 获取的该 UE的签约数据、 对应的 APN、 运营商配置策略和本地策略等信息中 的一种或多种, 决定该若干个承载的优先级属性。
对于需要向 UE传递一个或多个 APN的优先级属性(此处的 APN的优先级 属性亦可看成是该 APN对应的所有承载的优先级属性)的情况, HSS上可以保 存有该 UE签约的各个 APN的优先级属性信息; 举例来说, UE当前签约了 3个 APN (如 APN1、 APN2和 APN3 ), 其中, APN1可能是低优先级, APN2可能是 高优先级, APN3可能是中等优先级。 UE签约的各个 APN的优先级属性信息例 如可以指示哪些 APN是低优先级,哪些 APN是高优先级,对于有多个优先级等 级的情况, 以此类推。 当然, MME也可以决定 UE签约的某一个或多个 APN的优先级属性, 例如 可决定其时延容忍度、 Q0S、 丟包率或其它业务属性。 MME可以根据 HSS的签 约数据、相应的 APN、运营商配置策略和本地策略等信息中的一种或多种, 决 定该 APN的优先级属性。 可以理解的是, MME也可以决定 UE签约所有 APN的 优先级属性, 比如 UE签约 3个 APN (如 APN1、 APN2和 APN3 ), MME可根据 HSS上的该 UE的签约数据、 运营商配置策略和本地策略等信息中的一种或多 种, 决定出 APN1为正常优先级, APN2为低优先级, APN3为高优先级, 以此 类推, 对于有多个优先级等级的情况, 以此类推。
在一种应用场景下, 若 UE在上述 PDN连接请求中携带了 APN信息, 则步 骤 302 - 303中 MME发起建立 SGW和 PGW关于该 APN的缺省承载。 其中, 该建 立会话请求消息中可携带缺省承载的承载标识信息、 APN信息, 或者还可以携 带该承载或 APN的优先级属性信息等, 其中, 该优先级属性信息可以来自 UE 的指示, 或者也可以由 MME确定。
此外, PGW、 SGW或 PCRF实体也可根据 APN信息, 该网元上配置的运营 商策略和本地策略等信息中的一种或多种,决定该承载或 APN的优先级属性信 息, 并可通过建立会话响应消息将该优先级属性信息传递给 MME, MME亦可 据此获得该承载或 APN的优先级属性信息。
可以理解的是, UE的承载或签约的 APN的优先级属性可以由核心网中的 某一个节点 (例如 MME、 PGW、 SGW或 PCRF实体等)确定, 也可由某几个 节点共同确定,其中,该一个或几个节点可根据 HSS保存的相关签约数据、 APN 信息、 运营商策略和本地策略等信息中的一种或多种参数共同决定。
另外, MME还可通过建立会话请求消息, 将 UE签约的 APN列表信息传递 给 PGW, 该建立会话请求消息中也还可携带 UE签约 APN的优先级属性信息。
304、 MME通过 NAS消息将该 APN或承载的优先级属性信息传递给 UE ; 在实际应用中, 如果 MME是向 UE传递 APN的优先级属性信息(可包括当 前 APN的优先级属性信息 )。例如, MME可以在 PDN Connectivity Accept ( PDN 连接接受)消息中的增加属性指示字段, 利用属性指示字段携带 APN的优先级 属性信息, 以将其传递给 UE。 其中, 该属性指示字段例如可指示该 APN为低 优先级(如指示高时延容忍), 或者, 当该 APN不是低优先级(例如低时延容 忍), 网络侧亦可不在消息中携带指示比特, 此时, UE默认为该 APN为正常优 先级或高优先级, 并按照正常方式操作; 或者, 当该 APN是低优先级时, 网络 侧亦可不在消息中携带指示比特, 此时, UE默认为该 APN为低优先级, 以此 类推。
此外, 如果 MME是向 UE传递承载的优先级属性信息:
例如, MME向 UE传递当前承载的优先级属性, MME可以在 PDN连接接受 消息中的激活缺省 EPS承载上下文请求中增加一个属性指示字段, 利用该属性 指示字段携带承载的优先级属性信息, 以将其传递给 UE。 其中, 该属性指示 字段例如可指示为低优先级(如高时延容忍 ),或者当该承载不是低优先级(例 如低时延容忍), MME可不在消息中携带上述属性指示字段, 此时, UE默认 为该承载为正常优先级或高优先级, 并按照正常方式操作。
305、 后续 UE在通过发起业务请求从空闲态转换为连接态时, 或在连接态 发起业务请求时,可根据该业务请求所要发起的业务所基于的 APN或承载的优 先级, 生成接入属性指示, 并向网络侧发送携带该接入属性指示的消息, 这样 便于网络侧设备根据该接入属性指示对 UE发起的该业务进行接入控制。
其中,该接入属性指示出的接入优先级与该业务所基于的 APN或承载的优 先级相对应。
例如, UE通过 RRC消息(例如 RRC建立请求消息或 RRC建立完成消息等) 将接入属性指示传递给 eNB , 而 eNB可根据 RRC消息中的接入属性指示决定是 否允许该 UE发起的业务接入。 此外, UE还可通过 NAS消息, 将该接入属性指 示传递给 MME,向 MME指示出该业务所基于的 APN或承载的优先级,而 MME 亦可根据消息中的接入属性指示决定是否允许该 UE发起的业务接入。
可以看出, 本实施例中由于 MME基于 PDN连接建立流程, 将 UE的承载或 所签约 APN的优先级属性确定策略信息传递给 UE, UE可根据该优先级属性确 定策略信息,确定发起的业务所基于的承载或 APN的优先级; 生成确定的承载 的优先级对应的接入属性指示; 并向网络侧发送携带该接入属性指示的消息, 使得网络侧可根据该接入属性指示对 UE发起的业务进行接入控制。 该机制使 UE明确其发起业务所基于承载的优先级, UE通过指示使得网络侧可明确其业 务接入控制逻辑, 故而有利于提高网络侧处理 UE发起业务的合理性, 有利于 增强用户对特定应用的体验。 此外, 参见图 4、 也可通过 PGW发起的专用承载建立流程, 将 APN或承载 的优先级属性信息传递给 UE。
401、 PGW向 MME发送创建 载请求( Create bearer Request ) 消息。
其中, PGW或 SGW或 PCRF实体也可以根据 APN信息, 运营商策略和本地 策略等其中的一种或多种, 决定该专用承载的优先级属性, 并将该专用承载的 优先级属性携带在 Create bearer Request消息中传递给 MME, 当然, 该消息中 还可携带 UE的签约的其它 APN或承载的优先级属性信息。
402、 MME向 UE发送 Activate dedicated EPS bearer context request (激活专 用 EPS承载上下文请求) 消息。
其中, 具体可以在 Activate dedicated EPS bearer context request消息中增力口 属性指示字段, 利用该属性指示字段携带承载的优先级属性信息, 以将其传递 给 UE。 其中, 该属性指示字段例如可指示为高 /低优先级, 或者, 当该承载不 是低优先级(例如低时延容忍) 时, MME亦可不在消息中携带上述属性指示 字段, 此时, UE默认为该承载为正常优先级或高优先级, 并可按照正常方式 操作。 当然, 上述 Activate dedicated EPS bearer context request消息中还可携带 UE的签约的其它一个或多个 APN或 7|载的优先级属性信息。
403、 UE向 MME发送上述激活专用 EPS承载上下文接受消息;
404、 MME向 PGW发送创建承载响应 ( Create bearer Response ) 消息。 405、 后续 UE在通过发起业务请求从空闲态转换为连接态时, 或在连接态 发起业务请求时,可根据该业务请求所要发起的业务所基于的 APN或承载的优 先级, 生成接入属性指示, 并向网络侧发送携带该接入属性指示的消息, 这样 便于网络侧设备根据该接入属性指示对 UE发起的该业务进行接入控制。
其中,该接入属性指示出的接入优先级与该业务所基于的 APN或承载的优 先级相对应。
例如, UE通过 RRC消息(例如 RRC建立请求消息或 RRC建立完成消息等) 将接入属性指示传递给 eNB , 而 eNB可根据 RRC消息中的接入属性指示决定是 否允许该 UE发起的业务接入。 此外, UE还可通过 NAS消息, 将该接入属性指 示传递给 MME,向 MME指示出该业务所基于的 APN或承载的优先级,而 MME 亦可根据消息中的接入属性指示决定是否允许该 UE发起的业务接入。
可以看出, 本实施例中由于 MME基于 PGW发起的专用承载建立流程, 将 UE的承载或所签约 APN的优先级属性确定策略信息传递给 UE, UE可根据该优 先级属性确定策略信息,确定发起的业务所基于的承载或 APN的优先级; 生成 确定的承载的优先级对应的接入属性指示;并向网络侧发送携带该接入属性指 示的消息,使得网络侧可根据该接入属性指示对 UE发起的业务进行接入控制。 该机制使 UE明确其发起业务所基于承载的优先级, UE通过指示使得网络侧可 明确其业务接入控制逻辑,故而有利于提高网络侧处理 UE发起业务的合理性, 有利于增强用户对特定应用的体验。 实施例三
为便于更好的理解本发明实施例的技术方案, 本实施例中主要以在 LTE通 信***具体实施为例来描述。
本实施例中主要针对 UE已经签约 APN或已存在承载的优先级属性发生了 变化, 并且网络侧有关于这个 APN的 7 载存在, 并且 APN或 7 载的优先级属性 信息需要保存到网关设备(如 PGW、 SGW等) 的情况。
参见图 5、 具体步骤可包括:
501、 HSS向 MME通知 UE签约的 APN属性发生变化;
其中, 如果 HSS保存的 UE签约的 APN的优先级属性发生变化(例如签约 APN的 Qos参数等发生变化)影响到当前 UE承载的优先级属性, 则 HSS通知到 MME。
此外, MME上可能由于签约数据变化, 本地策略, 运营商配置等参数中 的一种或多种发生变化, 导致 APN或 7|载的优先级属性发生改变, 此时 MME 需要通知 UE。
502、 如果 UE处于空闲 (RRC_IDLE ) 态, MME寻呼到 UE后 UE发起业务 请求流程转到连接 ( RRC_Connected )状态。
如果已经处于 RRC_Connected状态, 则不需要执行步骤 502。
503、 MME向 PGW发送修改承载命令消息; 其中, 如果是 APN的优先级属性发生变化: 则 MME向 PGW发送修改承载 命令消息例如可以携带参数链路承载标识(LBI, linked bearer id ), 该 LBI指示 出修改了优先级属性的 APN, 还可以携带该 APN修改的优先级属性信息。
可以想到的是, APN的优先级属性可以由网元中某一个节点决定,也可以 是某几个节点共同决定根据 HSS的签约数据, APN信息, 运营商策略和本地策 略等其中的一个或多个因素共同决定。
PGW或 SGW或 PCRF实体也可以根据 APN信息, 网元上运营商配置和本地 策略等其中的一个或多个共同决定该 APN的优先级属性。
如果是承载的优先级属性发生变化: 则 MME向 PGW发送修改承载命令消 息例如可以携带承载标识, 另外还可以携带该承载修改的优先级属性信息。
504、 PGW发起承载更新流程, 通过 MME通知 UE当前变化的 APN或 载 的优先级属性。
在实际应用中, 可以通过在现有流程消息中增加指示参数, 以通知 UE当 前变化的 APN或承载的优先级属性。
举例来说, 增加参数的消息可以是 PGW, SGW, MME之间的修改承载请 求( Update Bearer Request ) 消息, 或者是 MME和 UE之间的修改 EPS承载上下 文请求( MODIFY EPS BEARER CONTEXT REQUEST ) 消息。
其中, 如果使用承载建立流程: 需要增加参数消息可以是 PGW, SGW和 MME之间的创建 7 载请求( Create Bearer Request ), MME和 UE之间的激活专 用 EPS承载上下文请求等。
当然, MME还可在上述消息中携带 UE的签约的其它一个或多个 APN或承 载的优先级属性信息。
505、 后续 UE在通过发起业务请求从空闲态转换为连接态时, 或在连接态 发起业务请求时,可根据该业务请求所要发起的业务所基于的 APN或承载的优 先级, 生成接入属性指示, 并向网络侧发送携带该接入属性指示的消息, 这样 便于网络侧的设备根据该接入属性指示对 UE发起的该业务进行接入控制。

为便于更好的理解本发明实施例的技术方案, 本实施例中主要以在 LTE通 信***具体实施为例来描述。
本实施例中主要针对 UE已经签约 APN或已存在承载属性发生了变化, 并 且网络侧有关于这个 APN的承载存在, 且 PGW不保存 APN或承载的优先级属 性, 且 PGW不决定其优先级属性的场景。
参见图 6、 具体步骤可以包括:
601、 HSS向 MME通知 UE签约的 APN的优先级属性发生变化、或签约 APN 的 Qos等参数发生变化;
HSS向 MME通知 UE签约的 APN属性发生变化;
其中, 如果 HSS保存的 UE签约的 APN的优先级属性发生变化(例如签约 APN的 Qos参数等发生变化)影响到当前 UE^载的优先级属性, 则 HSS通知到 MME。
此外, MME上可能由于签约数据变化, 本地策略, 运营商配置等参数中 的一种或多种发生变化, 导致 APN或 7|载的优先级属性发生改变, 此时 MME 需要通知 UE。 602、 如果 UE处于 RRC_IDLE态, MME寻呼到 UE后进行业务请求流程转 到 RRC_Connected状态。
如果已经处于 RRC_Connected状态, 则不需要执行步骤 602。
603、 当 PGW不保存 APN或承载的属性, 且 PGW不决定其属性时, MME 可以选择释放相关 APN的 PDN连接或者去激活承载,可以在去激活消息中携带 修改之后的 APN或承载的优先级属性信息, 在 UE下次接入时参考使用。
其中, 如果是 APN的优先级属性发生变化: 则 MME向 UE发送修改承载命 令消息例如可以携带参数链路承载标识( LBI, linked bearer id ), 该 LBI指示出 修改了优先级属性的 APN, 还可以携带该 APN修改的优先级属性信息。
当然, MME还可在上述修改承载命令消息中携带 UE的签约的其它一个 或多个 APN或承载的优先级属性信息。

可以看出, 本实施例中由于 MME基于承载或 PDN连接去激活流程, 将 UE 的承载或所签约 APN的优先级属性确定策略信息传递给 UE, UE可根据该优先 级属性确定策略信息,确定发起的业务所基于的承载或 APN的优先级; 生成确 定的承载的优先级对应的接入属性指示;并向网络侧发送携带该接入属性指示 的消息, 使得网络侧可根据该接入属性指示, 对 UE发起的业务进行接入控制。 该机制使 UE明确其发起业务所基于承载的优先级, UE通过指示使得网络侧可 明确其业务接入控制逻辑,故而有利于提高网络侧处理 UE发起业务的合理性, 有利于增强用户对特定应用的体验。 实施例五
为便于更好的理解本发明实施例的技术方案,本实施例中主要以在 SAE通 信***具体实施为例来描述。
本实施例中主要针对 UE已经签约 APN或已存在承载的优先级属性发生了 变化, 并且网络侧有关于这个 APN的承载存在,且 APN或承载的优先级属性不 在 PGW保存, 并且 PGW不决定其优先级属性时。 MME可以修改相关 APN或承 载的优先级属性。
参见图 7、 具体步骤可包括
701、 HSS向 MME通知 UE签约的 APN的优先级属性发生变化、或签约 APN 的 Qos等参数发生变化;
HSS向 MME通知 UE签约的 APN属性发生变化;
其中, 如果 HSS保存的 UE签约的 APN的优先级属性发生变化(例如签约 APN的 Qos参数等发生变化)影响到当前 UE承载的优先级属性, 则 HSS通知到 MME。

702、 如果 UE处于 RRC_IDLE态, MME寻呼到 UE后进行业务请求流程转 到 RRC_Connected状态。

703、 当 APN或承载属性不在 PGW保存,并且 PGW不决定其属性时。 MME 修改相关 APN或承载的优先级属性, 并通知给 UE。
其中, 如果是 APN的优先级属性发生变化: MME向 UE发送的修改 EPS承 载上下文请求( MODIFY EPS BEARER CONTEXT REQUEST )消息中, 可携 带参数 LBI ( linked bearer id ), 该 LBI指示出修改了优先级属性的 APN, 还可以 携带该 APN修改的优先级属性信息。 如果是承载的优先级属性发生变化::则 MME向 UE发送的修改 EPS承载上 下文请求( MODIFY EPS BEARER CONTEXT REQUEST )消息中可携带承载 标识, 另外还可以携带该承载修改的优先级属性信息。 中携带 UE的签约的其它一个或多个 APN或 7|载的优先级属性信息。
704、 后续 UE在通过发起业务请求从空闲态转换为连接态时, 或在连接态 发起业务请求时,可根据该业务请求所要发起的业务所基于的 APN或承载的优 先级, 生成接入属性指示, 并向网络侧发送携带该接入属性指示的消息, 这样 便于网络侧设备根据该接入属性指示对 UE发起的该业务进行接入控制。

如果 UE新签约了 APN, 且此时网络没有对应该 APN的承载存在, 那么网 络侧亦可通过如下举例方式向 UE传递该 APN的优先级属性信息;
方式一,在 UE进行跟踪区更新( TAU, Tracking Area update )过程中, MME 通过 TAU Accept (跟踪区更新接受) 消息, 将 UE新签约了 APN的优先级属性 信息传递给 UE。 当然, MME还可在上述跟踪区更新接受消息中携带 UE的签约 的其它一个或多个 APN或承载的优先级属性信息。
方式二, 在 UE发起到其它 APN的 PDN连接建立时, 通过 MME发送的 PDN Connectivity Accept/Reject ( PDN连接接受或拒绝消息;), 将 UE新签约了 APN的 优先级属性信息传递给 UE。 当然, MME还可在上述 PDN连接接受或拒绝消息 中携带 UE的签约的其它一个或多个 APN或承载的优先级属性信息。
方式三, 网络将 UE去附着, UE重新附着时可通过例如实施例一中的附着 流程, 获得其新签约的 APN的优先级属性信息。
当然, MME还可在 UE重新附着的流程, 向 UE传递其签约的其它一个或多 个 APN或 7 载的优先级属性信息。
后续 UE在通过发起业务请求从空闲态转换为连接态时, 或在连接态发起 业务请求时, 可根据该业务请求所要发起的业务所基于的 APN或承载的优先 级, 生成接入属性指示, 并向网络侧发送携带该接入属性指示的消息, 这样便 于网络侧设备根据该接入属性指示对 UE发起的该业务进行接入控制。

可以看出, 本实施例中由于 MME基于位置更新流程、 PDN连接建立或附 着流程,将 UE的承载或所签约 APN的优先级属性确定策略信息传递给 UE, UE 可根据该优先级属性确定策略信息,确定发起的业务所基于的承载或 APN的优 先级; 生成确定的承载的优先级对应的接入属性指示; 并向网络侧发送携带该 接入属性指示的消息, 使得网络侧可根据该接入属性指示, 对 UE发起的业务 进行接入控制。 该机制使 UE明确其发起业务所基于承载的优先级, UE通过指 示使得网络侧可明确其业务接入控制逻辑, 故而有利于提高网络侧处理 UE发 起业务的合理性, 有利于增强用户对特定应用的体验。
需要说明的是, 上述各实施例中举例的场景, 只是 MME向 UE传递 APN或 承载的优先级属性的部分场景, 当然, MME还可在其它流程中向 UE传递 APN 或承载的优先级属性, 可以此类推, 此处不再——赘述。
需要说明的是, 对于前述的各方法实施例, 为了筒单描述, 故将其都表述 为一系列的动作组合,但是本领域技术人员应该知悉, 本发明并不受所描述的 动作顺序的限制,因为依据本发明,某些步骤可以采用其它顺序或者同时进行。 其次, 本领域技术人员也应该知悉,说明书中所描述的实施例均属于优选实施 例, 所涉及的动作和模块并不一定是本发明所必须的。

其中, 策略获得模块 810, 用于获得用户设备 UE的承载或所签约接入点名 称 APN的优先级属性确定策略信息;
策略传递模块 820,用于向上述 UE发送携带所述优先级属性确定策略信息 的非接入层消息。
其中, 该承载或所签约 APN的优先级指示, 和 /或, 至少一种优先级等级 对应的服务质量范围、 时延容忍范围或丟包率范围的指示。
在一种应用场景下, 策略获得模块 810可包括: 第一策略获得子模块和 / 或第二策略获得子模块。
其中, 第一策略获得子模块, 用于从网关设备或归属用户服务器获得用户 设备 UE的承载或所签约接入点名称 APN的优先级属性确定策略信息;
第二策略获得子模块, 用于根据 UE的签约数据、 运营商策略和本地策略 的至少一种, 获得 UE的承载或所签约接入点名称 APN的优先级属性确定策略 信息。
在一种应用场景下, 策略传递模块 820可具体用于, 向上述 UE发送激活专 用演进分组域*** EPS^载上下文请求消息, 该激活专用 EPS^载上下文请求 消息携带有所述优先级属性确定策略信息; 或者,
向上述 UE发送去激活 EPS承载上下文请求消息, 该去激活 EPS承载上下文 请求消息携带有所述优先级属性确定策略信息; 或者,
向上述 UE发送修改 EPS承载上下文请求消息, 该修改 EPS承载上下文请求 消息携带有所述优先级属性确定策略信息; 或者,
向上述 UE发送分组数据网 PDN连接接受消息, 该 PDN连接接受消息携带 有所述优先级属性确定策略信息; 或者,
向上述 UE发送 PDN连接拒绝消息, 该 PDN连接拒绝消息携带有所述优先 级属性确定策略信息; 或者,
向上述 UE发送跟踪区更新接受消息, 该跟踪区更新接受消息携带有所述 优先级属性确定策略信息; 或者,
向上述 UE发送携带有所述优先级属性确定策略信息的附着接受消息。 可以理解的是, 移动性管理网元 800的各个功能模块的功能可以根据上述 方法实施例中的方法具体实现,其具体实现过程可以参照上述方法实施例的相 关描述, 此处不再赘述。
可以看出, 本实施例中由于移动性管理网元 800通过 NAS消息, 将 UE的承 载或所签约 APN的优先级属性确定策略信息传递给 UE, 使得 UE可根据该优先 级属性确定策略信息,确定发起的业务所基于的承载或 APN的优先级; 并可生 成确定的承载的优先级对应的接入属性指示;并向网络侧发送携带该接入属性 指示的消息, 进而使得网络侧根据该接入属性指示对 UE发起的业务进行接入 控制成为可能。 该机制有利于 UE明确其发起业务所基于承载的优先级, 进而 使得 UE指示网络侧明确其业务接入控制逻辑成为可能, 故而有利于提高网络 侧处理 UE发起业务的合理性, 有利于增强用户对特定应用的体验。 参见图 9、本发明实施例提供的一种用户设备 900,可以包括:接收模块 910、 优先级确定模块 920、 指示生成模块 930和发送模块 940。
其中, 接收模块 910, 用于接收移动性管理网元发送的 NAS消息, 该 NAS 消息携带有该 UE的承载或所签约 APN的优先级属性确定策略信息;
优先级确定模块 920, 用于根据上述优先级属性确定策略信息, 确定发起 的业务所基于的承载或 APN的优先级;
指示生成模块 930,用于生成优先级确定模块 920确定的优先级对应的接入 属性指示;
发送模块 940,用于向网络侧发送携带有指示生成模块 930生成的接入属性 指示的消息, 以便于网络侧根据该接入属性指示对 UE发起的该业务进行接入 控制。
在一种应用场景下, 发送模块 940可包括: 第一发送子模块, 和 /或, 第二 发送子模块。
其中, 第一发送子模块, 用于向接入网元发送携带有指示生成模块 930生 成的接入属性指示的无线资源控制 RRC消息;
第二发送子模块, 用于向移动性管理网元发送携带有指示生成模块 930生 成的接入属性指示的 NAS消息(例如业务请求消息、 附着请求消息或位置更新 请求消息等)。
可以理解的是, 用户设备 900的各个功能模块的功能可以根据上述方法实 施例中的方法具体实现, 其具体实现过程可以参照上述方法实施例的相关描 述, 此处不再赘述。
可以看出,本实施例中由于移动性管理网元通过 NAS消息,将用户设备 900 的承载或所签约 APN的优先级属性确定策略信息传递给用户设备 900, 用户设 备 900可根据该优先级属性确定策略信息, 确定发起的业务所基于的承载或 APN的优先级; 生成确定的承载的优先级对应的接入属性指示; 并向网络侧发 送携带该接入属性指示的消息,使得网络侧可根据该接入属性指示对用户设备 900发起的业务进行接入控制成为可能。该机制使用户设备 900明确其发起业务 所基于承载的优先级, 用户设备 900通过指示使得网络侧可明确其业务接入控 制逻辑, 故而有利于提高网络侧处理用户设备 900发起业务的合理性, 有利于 增强用户对特定应用的体验。 参见图 10、本发明实施例提供的一种通信***,包括:移动性管理网元 1010 和用户设备 1020。
其中,移动性管理网元 1010, 用于获得用户设备 1020的承载或所签约接入 点名称 APN的优先级属性确定策略信息;向用户设备 1020发送携带该优先级属 性确定策略信息的非接入层 NAS消息;
用户设备 1020, 用于接收移动性管理网元 1010发送的上述 NAS消息; 根据 上述 NAS消息携带的优先级属性确定策略信息,确定发起的业务所基于的承载 或 APN的优先级; 生成确定的优先级对应的接入属性指示; 向网络侧发送携带 有该接入属性指示的消息,以便于网络侧根据该接入属性指示对用户设备 1020 发起的所述业务进行接入控制。
进一步的, 通信***还可包括:
接入网元,用于接收用户设备 1020在业务发起过程中发送的携带接入属性 指示的消息; 根据该接入属性指示对 UE发起的该业务进行接入控制。
本发明实施例提供的一种通信***, 包括: 移动性管理网元 800和 /或用户 设备 900。
综上, 本发明实施例中由于移动性管理网元通过 NAS消息, 将 UE的承载 或所签约 APN的优先级属性确定策略信息传递给 UE, UE可根据该优先级属性 确定策略信息,确定发起的业务所基于的承载或 APN的优先级; 生成确定的承 载的优先级对应的接入属性指示; 并向网络侧发送携带该接入属性指示的消 息, 使得网络侧可根据该接入属性指示对 UE发起的业务进行接入控制成为可 能。 该机制使 UE明确其发起业务所基于承载的优先级, UE通过指示使得网络 侧可明确其业务接入控制逻辑, 故而有利于提高网络侧处理 UE发起业务的合 理性, 有利于增强用户对特定应用的体验。 本领域普通技术人员可以理解上述实施例的各种方法中的全部或部分步 骤是可以通过程序来指令相关的硬件来完成,该程序可以存储于一计算机可读 存储介质中, 存储介质可以包括: 只读存储器、 随机存储器、 磁盘或光盘等。
以上对本发明实施例所提供的属性信息传递方法和业务发起方法及相关 式进行了阐述,以上实施例的说明只是用于帮助理解本发明的方法及其核心思 想; 同时, 对于本领域的一般技术人员, 依据本发明的思想, 在具体实施方式 及应用范围上均会有改变之处, 综上, 本说明书内容不应理解为对本发明的限 制。

Claims

权 利 要 求
1、 一种承载或接入点名称的属性信息传递方法, 其特征在于, 包括: 移动性管理网元获得用户设备 UE的承载或所签约接入点名称 APN的优先 级属性确定策略信息;
向所述 UE发送携带所述优先级属性确定策略信息的非接入层消息。
2、根据权利要求 1所述的方法,其特征在于,获得 UE的承载或所签约 APN 的优先级属性确定策略信息, 包括:
从网关设备或归属用户服务器获得用户设备 UE的承载或所签约 APN的优 先级属性确定策略信息; 或者, 根据 UE的签约数据、 运营商策略和本地策略 的至少一种, 获得 UE的承载或所签约 APN的优先级属性确定策略信息。
3、 根据权利要求 1所述的方法, 其特征在于, 所述向所述 UE发送携带所 述优先级属性确定策略信息的非接入层消息, 包括:
向所述 UE发送激活专用演进分组域*** EPS^载上下文请求消息,该激活 专用 EPS承载上下文请求消息携带有所述优先级属性确定策略信息;
或者,
向所述 UE发送去激活 EPS承载上下文请求消息, 所述去激活 EPS承载上下 文请求消息携带有所述优先级属性确定策略信息;
或者,
向所述 UE发送修改 EPS承载上下文请求消息, 所述修改 EPS承载上下文请 求消息携带有所述优先级属性确定策略信息;
或者,
向所述 UE发送分组数据网 PDN连接接受消息, 所述 PDN连接接受消息携 带有所述优先级属性确定策略信息;
或者,
向所述 UE发送 PDN连接拒绝消息, 所述 PDN连接拒绝消息携带有所述优 先级属性确定策略信息;
或者,
向所述 UE发送跟踪区更新接受消息, 所述跟踪区更新接受消息携带有所 述优先级属性确定策略信息; 或者,
向所述 UE发送携带有所述优先级属性确定策略信息的附着接受消息。
4、 根据权利要求 1至 3任一项所述的方法, 其特征在于,
承载或所签约 APN的优先级属性确定策略信息包括:
该承载或所签约 APN的优先级指示, 和 /或, 至少一种优先级等级对应的 服务质量范围、 时延容忍范围或丟包率范围的指示。
5、 一种业务发起方法, 其特征在于, 包括:
用户设备 UE接收移动性管理网元发送的非接入层 NAS消息, 该 NAS消息 携带有该 UE的承载或所签约接入点名称 APN的优先级属性确定策略信息; 根据所述优先级属性确定策略信息,确定发起的业务所基于的承载或 APN 的优先级;
生成所述确定的优先级对应的接入属性指示;
向网络侧发送携带有所述接入属性指示的消息,以便于网络侧根据所述接 入属性指示对所述 UE发起的所述业务进行接入控制。
6、 根据权利要求 5所述的方法, 其特征在于, 所述向网络侧发送携带有所 述接入属性指示的消息, 包括:
向接入网元发送携带有所述接入属性指示的无线资源控制 RRC消息; 和 /或,
向移动性管理网元发送携带有所述接入属性指示的 NAS消息。
7、 一种移动性管理网元, 其特征在于, 包括:
策略获得模块, 用于获得用户设备 UE的承载或所签约接入点名称 APN的 优先级属性确定策略信息;
策略传递模块, 用于向所述 UE发送携带所述优先级属性确定策略信息的 非接入层消息。
8、 根据权利要求 7所述的移动性管理网元, 其特征在于,
所述策略获得模块包括:
第一策略获得子模块,用于从网关设备或归属用户服务器 HSS获得用户设 备 UE的承载或所签约 APN的优先级属性确定策略信息;
或者, 第二策略获得子模块, 用于根据 UE的签约数据、 运营商策略和本地策略 的至少一种, 获得 UE的承载或所签约 APN的优先级属性确定策略信息。
9、 根据权利要求 7或 8所述的移动性管理网元, 其特征在于,
所策略传递模块用于,向所述 UE发送激活专用演进分组域*** EPS承载上 下文请求消息, 所述激活专用 EPS承载上下文请求消息携带有所述优先级属性 确定策略信息; 或者,
向所述 UE发送去激活 EPS承载上下文请求消息, 所述去激活 EPS承载上下 文请求消息携带有所述优先级属性确定策略信息; 或者,
向所述 UE发送修改 EPS承载上下文请求消息, 所述修改 EPS承载上下文请 求消息携带有所述优先级属性确定策略信息; 或者,
向所述 UE发送分组数据网 PDN连接接受消息, 所述 PDN连接接受消息携 带有所述优先级属性确定策略信息; 或者,
向所述 UE发送 PDN连接拒绝消息, 所述 PDN连接拒绝消息携带有所述优 先级属性确定策略信息; 或者,
向所述 UE发送跟踪区更新接受消息, 所述跟踪区更新接受消息携带有所 述优先级属性确定策略信息; 或者,
向所述 UE发送携带有所述优先级属性确定策略信息的附着接受消息。
10、 一种用户设备, 其特征在于, 包括:
接收模块, 用于接收移动性管理网元发送的非接入层消息, 该非接入层消 息携带有该 UE的承载或所签约 APN的优先级属性确定策略信息;
优先级确定模块, 用于根据所述优先级属性确定策略信息,确定发起的业 务所基于的承载或 APN的优先级;
指示生成模块,用于生成所述优先级确定模块确定的优先级对应的接入属 性指示;
发送模块,用于向网络侧发送携带有所述指示生成模块生成的接入属性指 示的消息, 以便于网络侧根据所述接入属性指示对所述 UE发起的所述业务进 行接入控制。
11、 根据权利要求 10所述的用户设备, 其特征在于,
所述发送模块包括: 第一发送子模块,用于向接入网元发送携带有所述接入属性指示的无线资 源控制 RRC消息;
和 /或,
第二发送子模块,用于向移动性管理网元发送携带有所述接入属性指示的 非接入层 NAS消息。
12、 一种通信***, 其特征在于, 包括:
移动性管理网元, 用于获得用户设备 UE的承载或所签约接入点名称 APN 的优先级属性确定策略信息; 向所述 UE发送携带所述优先级属性确定策略信 息的非接入层 NAS消息;
UE, 用于接收移动性管理网元发送的上述 NAS消息; 根据所述优先级属 性确定策略信息, 确定发起的业务所基于的承载或 APN的优先级; 生成所述 确定的优先级对应的接入属性指示;向网络侧发送携带有所述接入属性指示的 消息, 以便于网络侧根据所述接入属性指示对所述 UE发起的所述业务进行接 入控制。
