在 LTE中, 可以支持两种紧急呼叫方式, 一种为 PS ( Packet Switch , 包 交换) 紧急呼叫; 另一种为 CS ( Circuit Switch, 电路交换) 紧急呼叫。 其中 PS 紧急呼叫通过 IMS ( IP Multimedia Subsystem, IP多媒体子***) 的方式 实现, 而 CS紧急呼叫则通过 CSFB ( CS Fallback, 电路交换回退)方法实现。 在现有技术中, UE在进行紧急业务接入时, 可能因为所选网络无法支持 该紧急业务, 导致该紧急业务接入失败, 或者需要重新进行网络选择和接入, 降低了紧急业务的接入速度。 发明内容
本发明的实施例提供了一种网络选择的方法及装置,使得 UE进行紧急业 务接入的速度得到了有效提升。
其中, 本发明实施例提供的一种网络选择的方法, 包括: 接收用户设备 通过能够支持紧急业务的下属小区发送的网络选择信息; 在检测到所述用户 设备的接入原因为紧急后, 根据所述网络选择信息以及所述下属小区连接的 公共陆地移动网络 PLMN对紧急业务的支持能力信息, 为所述用户设备选择 能够支持所述紧急业务的 PLMN进行连接。

图 6为本发明实施例提供的一种用户设备的结构示意图。 具体实施方式 在实现本发明实施例的过程中, 发明人发现, 基站可以使用紧急业务支 持能力指示来向 UE ( User Equipment, 用户设备)指示该基站的各下属小区 是否支持 PS 紧急呼叫。 比如: 可以将紧急业务支持能力指示通过 NAS ( Non-Access Stratum,非接入层)消息,即 Attach(注册)过程或 TAU( Tracking Area Update, 位置区更新)过程, 通知给 UE, 但可能出现以下问题:
一方面, 对于正常模式的 UE, 如果注册的网络不支持紧急呼叫, 当该 UE发起紧急呼叫时 , 在重选 PLMN ( Public Land Mobile Network, 公共陆地 移动网络)及小区时, 无法及时获知哪些网络是支持紧急呼叫的, 只能够通 过再次 Attach来获知, 如果重选的网络仍然不支持, UE还需要继续重选, 延 长了紧急呼叫的建立时间;
另一方面, 对于受限模式的 UE, 比如: 没有 USIM ( Universal Subscriber Identity Module, 通用用户标识模块)卡、 鉴权未通过等情况, 则无法成功进 行 Attach过程, 因而无法获知该网络是否支持紧急呼叫, 只有当真正发起紧 急呼叫过程时, 才能够通过 Emergency Attach (紧急注册)流程接入网络, 如 果网络不支持紧急呼叫, 则会拒绝该请求, 也同样减緩了紧急呼叫建立的速 度。 另外, 并不是所有的 PLMN都支持受限模式 UE的紧急注册过程。 因此, 对于受限模式的 UE在发起紧急注册时,如果能够提前获知所接入的网络是否 支持紧急注册, 则可以避免在进行该过程中, 由于所接入网络不支持该能力, 而被拒绝, 增加无谓的时延。
为了有效解决现有技术中存在的问题, 发明人提出一种网络选择的方法 及装置, 下面结合附图对本发明实施例网络选择的方法和装置进行详细描述。
如图 la所示, 为本发明实施例提供的一种网络选择的方法, 其基站侧的 主要流程, 包括:
SlOla: 接收用户设备通过能够支持紧急业务的下属小区发送的网络选择 信息; 上述网络选择信息可以包括: 用户设备自身选择的 PLMN、 接入原因为 紧急, 还可以包括用户类型是否为受限模式或正常模式, 用户设备之前注册 过的 MME等信息。
S102a: 在检测到该用户设备的接入原因为紧急后, 根据上述网络选择信 息以及下属小区连接的公共陆地移动网络 PLMN对紧急业务的支持能力信 息, 为该用户设备选择能够支持该紧急业务的 PLMN进行连接。
该选择 PLMN的过程, 可以包括: 如果根据网络选择信息判断该用户设 备为受限模式, 则选择能够支持紧急注册的 PLMN进行连接; 和 /或, 如果该 紧急业务为紧急呼叫, 则选择能够支持紧急呼叫的 PLMN进行连接。 从而保 证了受限模式的 UE能够直接支持紧急注册的 PLMN进行连接, 提高了紧急 接入的速度及成功率。
该步骤之前还可以包括: 通过 S1接口消息从移动管理实体 MME获取上 述下属小区连接的 PLMN对紧急业务的支持能力信息。
上述 PLMN对紧急业务的支持能力信息包括: 对紧急呼叫的支持能力信 息; 和 /或对紧急注册的支持能力信息。
本实施例中, 通过网络侧为用户设备选择能够支持紧急业务的 PLMN进 行连接, 从而提高了 UE进行紧急接入的速度及成功率。
作为本发明又一实施例, 在步骤 101a, 之前还可以包括: 根据下属小区 连接的 PLMN对紧急业务的支持能力信息设置下属小区对紧急业务的支持能 力信息; 并将该下属小区对紧急业务的支持能力信息发送给用户设备, 以使 该用户设备根据上述下属小区对紧急业务的支持能力信息选择能够支持该紧 急业务的下属小区进行紧急业务接入。
其中, 将下属小区对紧急业务的支持能力信息发送给用户设备的方法可 以是: 通过该下属小区中的***广播消息将该下属小区对紧急业务的支持能 力信息发送给用户设备。

S304: eNB检测到 UE的接入原因为紧急, 判断连接建立请求是否为受 限模式 UE所发起, 为 UE选择能够支持该业务的 PLMN进行连接。
对应于 S303中 UE告知是否为受限模式的不同方法, eNB判断连接建立 请求是否为受限模式 UE所发起的方法也不同, 可以包括:
如果 UE在 RRC连接建立消息中所携带的 UE标识为随机数, 则认为该 UE为受限模式; 否则, UE标识为 S-TMSI, 则认为该 UE为正常模式。 或者, 如果 UE没有携带所选择的 PLMN, 则认为该 UE为受限模式; 否则, UE携 带了所选择的 PLMN, 则该 UE为正常模式。 或者, 如果 UE携带了之前注册 的 MME,则认为该 UE为受限模式; 否则, UE没有携带之前注册过的 MME, 则该 UE为正常模式。
eNB为正常模式 UE选择 PLMN的方法可以包括: eNB根据自身存储的 所连接的 PLMN对紧急呼叫的支持能力、 UE自身选择的 PLMN, 来为 UE选 择 PLMN进行连接, 具体可以包括: 如果 UE选择的 PLMN支持紧急呼叫, 则 eNB选择该 PLMN, 否则 , eNB在支持紧急呼叫的 PLMN中 , 随机为 UE 选取一个 PLMN;
另夕卜, 如果在步骤 S303中, UE还报告了之前注册过的 MME, 则在选择 PLMN进行连接的过程中, eNB还可以结合 UE注册过的 MME, 来为 UE选 择合适的 PLMN进行连接, 具体可以包括: 如果 UE选择的 PLMN支持紧急 呼叫 , 则 eNB选择该 PLMN; 否则 , eNB可以参考 UE注册过的 MME为 UE 选择一个支持紧急呼叫的 PLMN: 即如果 eNB获得了 UE注册过的 MME并 且该 MME所属 PLMN支持紧急呼叫, eNB则选择该 PLMN, 否则, eNB在 支持紧急呼叫的 PLMN中 , 随机为 UE选取一个 PLMN;
之后, 在所选 PLMN中为 UE选择能够支持紧急呼叫的 MME建立连接。 eNB为受限模式 UE选择 PLMN的方法可以包括: eNB根据自身存储的 所连接的 PLMN对紧急呼叫及紧急注册的支持能力、 UE自身选择的 PLMN, 来为 UE选择 PLMN进行连接, 具体可以包括: 如果 UE选择的 PLMN既支 持紧急呼叫又支持紧急注册, 则 eNB选择该 PLMN, 否则, eNB在既支持紧 急呼叫又支持紧急注册的 PLMN中 , 随机为 UE选取一个 PLMN;
另夕卜, 如果在步骤 S303中, UE还报告了之前注册过的 MME, 则在选择 PLMN进行连接的过程中, eNB还可以结合 UE注册过的 MME, 来为 UE选 择合适的 PLMN进行连接, 具体可以包括: 如果 UE选择的 PLMN既支持紧 急呼叫又支持紧急注册, 则 eNB选择该 PLMN; 否则, eNB可以参考 UE注 册过的 MME为 UE选择一个既支持紧急呼叫又支持紧急注册的 PLMN:即如 果 eNB获得了 UE注册过的 MME并且该 MME所属 PLMN既支持紧急呼叫 又支持紧急注册, eNB则选择该 PLMN, 否则, eNB在既支持紧急呼叫又支 持紧急注册的 PLMN中 , 随机为 UE选取一个 PLMN。
之后, 在所选 PLMN中为 UE选择能够既支持紧急呼叫又支持紧急注册 的 MME建立连接。
S305: UE成功建立紧急呼叫。
在本实施例中, 一方面, 可以通过基站在***广播消息广播其下属小区 是否支持紧急呼叫及紧急注册,使得受限模式的 UE在进行紧急呼叫时,可以 同时参考紧急呼叫能力及紧急注册能力, 来进行 PLMN及小区选择, 从而增 加了紧急业务的建立成功率, 加快了紧急业务的建立流程; 另一方面, 可以 通过参考各 PLMN对紧急呼叫及紧急注册的支持能力, 为用户设备直接选择 能够支持该紧急呼叫及紧急注册的 PLMN进行连接, 从而提高了 UE进行紧 急呼叫的接入速度及成功率。
作为本发明又一实施例, 上述步骤 S301-S302; 或者 S303-S304也可以分 别采用现有技术中的流程代替, 即: 可以选择只采用上述步骤 S301-S302 中 提供的方法优化现有技术中用户设备对小区的选择过程, 或者只采用上述步 骤 S303-S304中提供的方法优化现有技术中网络侧对 PLMN的选择过程。 也 可以达到一定的提高 UE进行紧急呼叫的接入成功率的效果。
如图 4所示, 为本发明实施例提供的一种网络选择的方法在 PLMN中只 有部分 MME能够支持紧急注册的场景下应用的流程图, 包括:
S401 : eNB在***广播消息中广播其下属小区是否支持紧急注册。
该步骤之前, eNB可以获取并存储所连接的网络对紧急注册的支持能力; 其获取的方法可以是 eNB通过新增或原有的 S1接口消息从 MME ( Mobility Management Entity , 移动管理实体)获得, 上述原有的 S 1接口消息可以是: SI SETUP RESPONSE ( SI 建立响应) , 或者 MME CONFIGURATION UPDATE (移动管理实体配置更新)等消息。
在步骤 S401中, eNB可以通过在该下属小区的***广播消息中广播紧急 注册支持能力指示的方式来通知 UE该下属小区是否支持紧急注册,设置该紧 急注册支持能力指示的方法有多种, 可以依据不同的策略进行设置, 比如, 设置方法可以是: 只要该 eNB所支持的 PLMN中至少有一个支持紧急注册, 则置该指示为支持; 当该 eNB所支持的所有 PLMN都不支持紧急注册, 置该 指示为不支持。 设置该紧急注册支持能力指示的具体确定方法还可以是: 只 要该下属小区所连接的 PLMN中的 MME至少有一个支持紧急注册, 则认为 该 PLMN支持紧急注册, 只要该下属小区所连接的 PLMN中至少有一个支持 紧急注册, 则置该紧急注册支持能力指示为支持; 当该下属小区所连接的所 有 PLMN都不支持紧急注册, 置该紧急注册支持能力指示为不支持。
作为本发明另一实施例, 还可以对上述方法实施例中涉及的紧急注册支持能 力指示进行扩展,该指示可以分别指示不同原因而进入受限状态的 UE是否可 以进行紧急注册,相应地, 由于不同原因而进入受限状态的 UE可以参考相应 的能力指示进行小区选择。 上述原因可以包括: 没有 USIM卡、 鉴权未通过、 USIM卡无效等。
S402: UE接收并读取小区***广播消息, 获知该下属小区对紧急注册的 支持能力, 并根据上述支持能力选择一个支持紧急注册的小区进行业务接入。
S403: UE在所选的小区中发起紧急业务。在 RRC( Radio Resource Control, 无线资源控制 )连接建立过程中, 向 eNB报告接入原因为紧急。
在此过程中, UE可以通过不同方式告知 eNB其是否为受限模式, 具体 可参考图 3对应实施例中的步骤 S303中的方法, 在此不再赘述。
S404: eNB检测到 UE的接入原因为紧急, 判断连接建立请求是否为受 限模式 UE所发起, 为 UE选择能够支持该业务的 PLMN进行连接。
对应于 S403中 UE告知是否为受限模式的不同方法, eNB判断连接建立 请求是否为受限模式 UE所发起的方法也不同,具体可参考图 3对应实施例中 的步骤 S304中的方法, 在此不再赘述。
eNB对正常模式 UE的 PLMN选择方法可以是: eNB选择 UE上报的 PLMN作为紧急业务接入的 PLMN; 之后, 在所选的 PLMN中为 UE选择一 个 MME建立连接。
eNB为受限模式 UE选择 PLMN的方法可以包括: eNB根据自身存储的 所连接的 PLMN对紧急注册的支持能力、 UE自身选择的 PLMN, 来为 UE选 择 PLMN进行连接, 具体可以包括: 如果 UE选择的 PLMN支持紧急注册, 则 eNB选择该 PLMN, 否则 , eNB在支持紧急注册的 PLMN中 , 随机为 UE 选取一个 PLMN;
另夕卜, 如果在步骤 S403中, UE还报告了之前注册过的 MME, 则在选择 PLMN进行连接的过程中, eNB还可以结合 UE注册过的 MME, 来为 UE选 择合适的 PLMN进行连接, 具体可以包括: 如果 UE选择的 PLMN支持紧急 注册, 则 eNB选择该 PLMN; 否则 , eNB可以参考 UE注册过的 MME为 UE 选择一个支持紧急注册的 PLMN: 即如果 eNB获得了 UE注册过的 MME并 且该 MME所属 PLMN支持紧急注册, eNB则选择该 PLMN, 否则, eNB在 支持紧急注册的 PLMN中 , 随机为 UE选取一个 PLMN;
之后, 在所选 PLMN中为 UE选择能够支持紧急注册的 MME建立连接。
S405: UE成功建立紧急业务。
在本实施例中, 一方面, 可以通过基站在***广播消息广播其下属小区 是否能够支持紧急注册,使得受限模式的 UE在进行紧急业务时, 能够参考紧 急注册能力, 来进行 PLMN及小区选择。从而增加了紧急业务的建立成功率, 加快了紧急业务的建立流程; 另一方面, 可以通过参考各 PLMN对紧急注册 的支持能力, 为用户设备直接选择能够支持该紧急注册的 PLMN进行连接, 从而提高了 UE进行紧急业务的接入速度及成功率。
作为本发明又一实施例, 上述步骤 S401-S402; 或者 S403-S404也可以分 别采用现有技术中的流程代替, 即: 可以选择只采用上述步骤 S401-S402 中 提供的方法优化现有技术中用户设备对小区的选择过程, 或者只采用上述步 骤 S403-S404中提供的方法优化现有技术中网络侧对 PLMN的选择过程。 也 可以达到一定的提高 UE进行紧急呼叫的接入成功率的效果。
如图 5 所示, 为本发明实施例提供的一种基站的结构示意图, 该基站能 够用于实现上述方法实施例中基站的功能, 包括:
接收单元 504:用于接收用户设备通过能够支持紧急业务的下属小区发送 的网络选择信息;
网络选择单元 505: 用于在检测到用户设备的接入原因为紧急后, 根据网 络选择信息以及下属小区连接的 PLMN对紧急业务的支持能力信息, 为用户 设备选择能够支持紧急业务的 PLMN进行连接。
该基站可以进一步包括:
获取单元 501 : 用于获取基站连接的网络对紧急业务的支持能力信息。 作为本发明又一实施例, 该基站还可以包括:
指示设置单元 502:用于根据获取单元 501获取的基站连接的网络对紧急 业务的支持能力信息, 设置下属小区对紧急业务的支持能力信息;
发送单元 503:用于将下属小区对紧急业务的支持能力信息发送给用户设 备, 以使该用户设备根据下属小区对紧急业务的支持能力信息选择能够支持 该紧急业务的下属小区进行紧急业务接入。
该支持能力信息可以包括: 紧急业务支持能力指示, 和 /或紧急注册支持 能力指示; 其中, 紧急业务支持能力指示用于指示下属小区是否支持紧急呼 叫; 紧急注册支持能力指示用于指示下属小区是否支持紧急注册。
如图 6所示, 为本发明实施例提供的一种用户设备, 该用户设备能够用 于实现上述方法实施例中用户设备的功能, 包括:
获取单元 601 : 用于获取基站发送的下属小区对紧急业务的支持能力信 息; 其中, 该支持能力信息可以包括: 紧急业务支持能力指示, 和 /或紧急注 册支持能力指示; 其中, 紧急业务支持能力指示用于指示下属小区是否支持 紧急呼叫; 紧急注册支持能力指示用于指示下属小区是否支持紧急注册。
小区选择单元 602:用于根据上述支持能力信息选择能够支持上述紧急业 务的下属小区进行紧急业务接入。
作为本发明又一实施例, 该用户设备可以进一步包括:
用户设备类型通知单元 603 ,用于在该下属小区内通过网络选择信息将用 户设备的用户类型为受限模式告知基站, 以使得基站在检测到用户设备的接 入原因为紧急后, 为该用户设备选择能够支持紧急注册的 PLMN进行连接。
值得注意的是, 上述装置实施例中, 所包括的各个单元只是按照功能逻 辑进行划分的, 但并不局限于上述的划分, 只要能够实现相应的功能即可; 另外, 各功能单元的具体名称也只是为了便于相互区分, 并不用于限制本发 明的保护范围。
本发明上述方法及装置实施例, 通过 eNB在***广播消息中广播小区对 紧急业务的支持能力, 使得 UE在选择小区过程中作为参考, 从而保证了 UE 在发起紧急业务时能够快速接入支持紧急业务的网络。 同时, 在小区***广 播消息中仅广播小区对紧急业务的支持能力, 即综合了该下属小区所支持的 所有 PLMN对紧急业务的支持能力的指示, 而不是分别广播该下属小区所支 持的所有 PLMN对紧急业务的支持能力, 节省了***广播开销; 而通过 eNB 结合 UE的上报参数及各 PLMN对紧急业务的支持能力, 来为 UE选择合适 的网络连接,又避免了 UE仅通过广播消息中的支持能力无法正确选择合适的 PLMN而造成不必要的信令开销所带来的延迟, 加快了紧急业务的建立流程。
通过以上的实施方式的描述, 本领域的技术人员可以清楚地了解到本发 明可以通过硬件实现, 也可以借助软件加必要的通用硬件平台的方式来实现。 基于这样的理解, 本发明的技术方案可以以软件产品的形式体现出来, 该软 件产品可以存储在一个非易失性存储介质 (可以是 CD-ROM, U盘, 移动硬 盘等) 中, 包括若干指令用以使得一台计算机设备(可以是个人计算机, 服 务器, 或者网络设备等)执行本发明各个实施例所述的方法。
以上所述, 仅为本发明的具体实施方式, 但本发明的保护范围并不局限 于此, 任何熟悉本技术领域的技术人员在本发明揭露的技术范围内, 可轻易 想到的变化或替换, 都应涵盖在本发明的保护范围之内。 因此, 本发明的保 护范围应以权利要求的保护范围为准。

1、 一种网络选择的方法, 其特征在于, 包括:
接收用户设备通过能够支持紧急业务的下属小区发送的网络选择信息; 在检测到所述用户设备的接入原因为紧急后, 根据所述网络选择信息以及 所述下属小区连接的公共陆地移动网络 PLMN对紧急业务的支持能力信息, 为 所述用户设备选择能够支持所述紧急业务的 PLMN进行连接。
2、 根据权利要求 1所述方法, 其特征在于, 在所述为所述用户设备选择能 够支持所述紧急业务的 PLMN进行连接, 之前还包括:
通过 S1接口消息从移动管理实体 MME获取所述下属小区连接的 PLMN对 紧急业务的支持能力信息。
3、 根据权利要求 1所述方法, 其特征在于, 所述 PLMN对紧急业务的支持 能力信息包括: 对紧急呼叫的支持能力信息; 和 /或对紧急注册的支持能力信息。
4、 根据权利要求 1-3中任意一项所述方法, 其特征在于, 所述接收用户设 备通过能够支持紧急业务的下属小区发送的网络选择信息, 之前还包括:
根据所述下属小区连接的 PLMN对紧急业务的支持能力信息设置所述下属 小区对紧急业务的支持能力信息;
将所述下属小区对紧急业务的支持能力信息发送给所述用户设备, 以使所 述用户设备根据所述下属小区对紧急业务的支持能力信息选择能够支持所述紧 急业务的所述下属小区进行紧急业务接入。
5、 根据权利要求 4所述方法, 其特征在于,
所述下属小区对紧急业务的支持能力信息包括: 紧急业务支持能力指示, 和 /或紧急注册支持能力指示;
其中, 所述紧急业务支持能力指示用于指示所述下属小区是否支持紧急呼 叫; 所述紧急注册支持能力指示用于指示所述下属小区是否支持紧急注册。
6、 根据权利要求 5所述方法, 其特征在于, 所述根据所述 PLMN对紧急业 务的支持能力信息设置所述下属小区对紧急业务的支持能力信息, 具体包括: 当所述下属小区所连接的 PLMN中至少有一个支持紧急呼叫时, 则置所述 紧急业务支持能力指示为支持, 否则, 当所述下属小区所连接的所连接的所有 PLMN都不支持紧急呼叫时, 置所述紧急业务支持能力指示为不支持;
或者, 当所述下属小区所连接的 PLMN中的 MME至少有一个支持紧急呼 叫时,则认为所述 PLMN支持紧急呼叫;否则, 当所述下属小区所连接的 PLMN 中至少有一个支持紧急呼叫, 则置所述紧急业务支持能力指示为支持, 否则, 当所述下属小区所连接的 PLMN都不支持紧急呼叫时, 置所述紧急业务支持能 力指示为不支持。
7、 根据权利要求 5所述方法, 其特征在于, 所述根据所述 PLMN对紧急业 务的支持能力信息设置所述下属小区对紧急业务的支持能力信息, 具体包括: 当所述下属小区所连接的 PLMN中至少有一个支持紧急注册时, 则置所述 紧急注册支持能力指示为支持, 否则, 当所述下属小区所连接的所连接的所有 PLMN都不支持紧急注册时, 置所述紧急注册支持能力指示为不支持;
或者, 当所述下属小区所连接的 PLMN中的 MME至少有一个支持紧急注 册时,则认为所述 PLMN支持紧急注册;否则, 当所述下属小区所连接的 PLMN 中至少有一个支持紧急注册, 则置所述紧急注册支持能力指示为支持, 否则, 当所述下属小区所连接的 PLMN都不支持紧急注册时, 置所述紧急注册支持能 力指示为不支持。
8、 根据权利要求 5所述方法, 其特征在于, 所述紧急业务支持能力指示用 于指示所述下属小区是否支持紧急呼叫, 具体包括:
所述紧急业务支持能力指示用于表示所述下属小区对 PS紧急呼叫, 以及对 CS紧急呼叫是否支持, 以使得不支持 PS紧急呼叫的 PLMN能够接入所述用户 设备的紧急呼叫, 并通过电路交换回退 CSFB 的方式辅助所述用户设备进行电 路域的紧急呼叫。
9、 根据权利要求 1-3中任意一项所述方法, 其特征在于,
所述网络选择信息, 具体包括: 所述用户设备选择的第一 PLMN的信息; 所述根据所述网络选择信息以及所述下属小区连接的 PLMN对紧急业务的 支持能力信息,为所述用户设备选择能够支持所述紧急业务的 PLMN进行连接, 具体包括:
如果所述第一 PLMN支持所述紧急业务, 则选择所述第一 PLMN, 否则, 在支持所述紧急业务的 PLMN中, 随机为所述用户设备选取一个 PLMN; 之后, 通过所选 PLMN下的 MME建立连接。
10、 根据权利要求 1-3中任意一项所述方法, 其特征在于,
所述网络选择信息, 包括: 所述用户设备选择的第一 PLMN的信息, 以及 所述用户设备之前注册过的 MME的信息;
所述根据所述网络选择信息以及所述下属小区连接的 PLMN对紧急业务的 支持能力信息,为所述用户设备选择能够支持所述紧急业务的 PLMN进行连接, 具体包括:
如果所述第一 PLMN支持所述紧急业务, 则选择所述第一 PLMN; 否则, 参考所述用户设备之前注册过的 MME 为所述用户设备选择一个支持所述紧急 业务的 PLMN, 包括: 如果用户设备之前注册过的 MME所属 PLMN支持所述 紧急业务, 则选择所述第一 PLMN, 否则, 在支持所述紧急业务的 PLMN中, 随机为 UE选取一个 PLMN; 之后, 在所选的 PLMN中为 UE选择能够支持所 述紧急业务的 MME建立连接。
11、 根据权利要求 1-3中任意一项所述方法, 其特征在于,
所述网络选择信息, 具体包括: 所述用户设备的用户设备类型是受限模式; 所述根据所述网络选择信息以及所述下属小区连接的 PLMN对紧急业务的 支持能力信息,为所述用户设备选择能够支持所述紧急业务的 PLMN进行连接, 具体包括: 为所述受限模式的用户设备选择能够支持紧急注册的 PLMN进行连 接。
12、 一种网络选择的方法, 其特征在于, 包括:
获取基站发送的下属小区对紧急业务的支持能力信息; 根据所述支持能力信息选择能够支持所述紧急业务的所述下属小区进行紧 急业务接入。
13、 根据权利要求 12所述方法, 其特征在于,
所述对紧急业务的支持能力信息包括: 紧急业务支持能力指示, 和 /或紧急 注册支持能力指示;
其中, 所述紧急业务支持能力指示用于指示所述下属小区是否支持紧急呼 叫; 所述紧急注册支持能力指示用于指示所述下属小区是否支持紧急注册。
14、 根据权利要求 12或 13所述方法, 其特征在于, 所述根据所述支持能 力信息选择能够支持所述紧急业务的所述下属小区进行紧急业务接入, 包括: 在所述下属小区内通过网络选择信息将用户类型为受限模式告知基站, 以 使得所述基站在检测到接入原因为紧急后 , 选择能够支持紧急注册的 PLMN进 行连接。
15、 一种基站, 其特征在于, 包括:
接收单元: 用于接收用户设备通过能够支持紧急业务的下属小区发送的网 络选择信息;
网络选择单元: 用于在检测到所述用户设备的接入原因为紧急后, 根据所 述网络选择信息以及所述下属小区连接的 PLMN对紧急业务的支持能力信息, 为所述用户设备选择能够支持所述紧急业务的 PLMN进行连接。
16、 根据权利要求 15所述基站, 其特征在于, 还包括:
获取单元: 用于获取所述基站连接的网络对紧急业务的支持能力信息。
17、 根据权利要求 16所述基站, 其特征在于, 还包括:
指示设置单元: 用于根据所述获取单元获取的基站连接的网络对紧急业务 的支持能力信息, 设置所述下属小区对紧急业务的支持能力信息;
发送单元: 用于将所述下属小区对紧急业务的支持能力信息发送给所述用 户设备, 以使所述用户设备根据所述下属小区对紧急业务的支持能力信息选择 能够支持该紧急业务的所述下属小区进行紧急业务接入。
18、 一种用户设备, 其特征在于, 包括:
获取单元: 用于获取基站发送的下属小区对紧急业务的支持能力信息; 小区选择单元: 用于根据上述下属小区对紧急业务的支持能力信息选择能 够支持所述紧急业务的所述下属小区进行紧急业务接入。
19、 根据权利要求 18所述用户设备, 其特征在于, 还包括:
