Abstract

A speculative process of a path judgment is performed in SP path decoding as follows. A non-significant bit adjacent to a bit processed in the SP path and having no significant bits around it (i.e., a bit which is surely not an MR path and associated with only the state of a bit immediately before for judgment of a CU path or an SP path) is speculatively processed as an SP path. A speculative process for generating a context generates a context by assuming that a non-decoded bit immediately before is not significant. That is, a context is generated by assuming an SP path or a CU path. In an MQ decoding process, an actual context is corrected according to the decoding result of the preceding bit immediately before decoding. The corrected context is used to decode a bit.
