Abstract

An acoustic signal processing device (10) for converting an acoustic signal to be sent to a destination through a communication line into a coded bit stream and outputting the bit stream to the main body of a communication apparatus, comprising a bandwidth division filter (11) for dividing an input acoustic signal into signals of the respective frequency bands, ADPCM quantizing means (13) for quantizing the signals of the frequency bands into quanta of a predetermined number of bits, and bit stream generating means (23) for shaping the quantized signals into a bit stream, wherein the acoustic signal processing device (10) further comprises ADPCM dequantizing means (15) for dequantizing the quantized signal, data storage means (17) for storing the dequantized signal over a plurality of frames, energy calculating means (19) for calculating the energy of the stored signals, and bit distribution calculating means (21) for calculating the number of bits needed for quantization from the energy of the stored signals, whereby the sampling bit rate used by the ADPCM quantizing means (13) is determined.
