Abstract

Disclosed is an enhanced multi-carrier CDMA communications network. The network comprises a base station having a capacity-on-demand algorithm for providing additional capacity via a capacity-on-demand carrier when additional capacity is required. A base station performs carrier frequency allocation with a capacity-on-demand algorithm (CODA). The CODA receives as input a value for each of three network parameters that may be selected by a network manager. The parameters are frequency priority, capacity threshold, and carrier blocking threshold. During operation, whenever a frequency request is received at the base station, the CODA completes an analysis and provides additional capacity via the capacity-on-demand carrier when additional capacity is required.

Claims

AMENDED CLAIMS[received by the International Bureau on 27 November 2002 (27.11.02); claims 1-5, 7-16 have been replaced by amended claims bearing the same numbers; claims 6, 17 and18 have been cancelled]
1. A base station capable of distributing traffic in a multi-carrier telecommunication network, said base station comprising: means for overlaying a plurality of existing service carriers with a standby carrier; means for assigning a frequency priority to each of said carriers in said multi- carrier telecommunication network, wherein said standby carrier is assigned a lowest relative frequency priority; means for selecting a capacity threshold based on a loading condition for each of said carriers; and means for selecting a frequency as a carrier frequency for a communication request if an estimated capacity of said frequency is greater than a capacity threshold of said frequency.
2. The base station of Claim 1, wherein said multi-carrier network is a code- division multiple access (CDMA) network.
3. The base station of Claim 1, further comprising means for selecting a carrier blocking threshold for each of said carriers, and means for selecting said frequency as a carrier frequency for said communication request if said estimated capacity of said frequency is greater than a carrier blocking threshold of said frequency.
4. The base station of Claim 3, further comprising means for determining if there is any more frequency having a same priority when said estimated capacity of said frequency is not greater than said carrier blocking threshold of said frequency.
5. The base station of Claim 4, further comprising means for selecting a next frequency having a same priority as said frequency to be a carrier frequency for said communication request in a determination that there is more frequency having the same priority as said frequency, and means for selecting a frequency having a largest relative capacity or the next highest priority as a carrier frequency for said communication request in a determination that there is no more frequency having the same priority as said frequency.

A method for distributing traffic in a multi-carrier telecommunication network, wherein said method comprising the steps of: overlaying a plurality of existing service carriers with a standby carrier; assigning a frequency priority to each of said carriers in said multi-carrier telecommunication network, wherein said standby carrier is assigned a lowest relative frequency priority; selecting a capacity threshold based on a loading condition for each of said carriers; and selecting a frequency as a carrier frequency for a communication request if an estimated capacity of said frequency is greater than a capacity threshold of said frequency.
8. The method of Claim 7, wherein said multi-carrier network is a code-division multiple access (CDMA) network.

The method of Claim 7, further comprising the steps of selecting a carrier blocking threshold for each of said carriers, and selecting said frequency as a carrier frequency for said communication request if said estimated capacity of said frequency is greater than a carrier blocking threshold of said frequency.
10. The method of Claim 9, further comprising the step of determining if there is any more frequency having a same priority when said estimated capacity of said frequency is not greater than said carrier blocking threshold of said frequency.
11. The method of Claim 10, further comprising the steps of selecting a next frequency having a same priority as said frequency to be a carrier frequency for said communication request in a determination that there is more frequency having the same priority as said frequency, and selecting a frequency having a largest relative capacity or the next highest priority as a carrier frequency for said communication request in a determination that there is no more frequency having the same priority as said frequency.
12. A computer program product residing on a computer usable medium for distributing traffic in a multi-carrier telecommunication network, said computer program product comprising: program code means for overlaying a plurality of existing service carriers with a standby carrier; program code means for assigning a frequency priority to each of said carriers in said multi-carrier telecommunication network, wherein said standby carrier is assigned a lowest relative frequency priority; program code means for selecting a capacity threshold based on a loading condition for each of said carriers; and program code means for selecting a frequency as a carrier frequency for a communication request if an estimated capacity of said frequency is greater than a capacity threshold of said frequency.
13. The computer program product of Claim 12, wherein said multi-carrier network is a code-division multiple access (CDMA) network.
14. The computer program product of Claim 12, further comprising program code means for selecting a carrier blocking threshold for each of said carriers, and program code means for selecting said frequency as a carrier frequency for said communication request if said estimated capacity of said frequency is greater than a carrier blocking threshold of said frequency.
15. The computer program product of Claim 14, further comprising program code means for determining if there is any more frequency having a same priority when said estimated capacity of said frequency is not greater than said carrier blocking threshold of said frequency.

The computer program product of Claim 15, further comprising program code means for selecting a next frequency having a same priority as said frequency to be a carrier frequency for said communication request in a determination that there is more frequency having the same priority as said frequency, and program code means for selecting a frequency having a largest relative capacity or the next highest priority as a carrier frequency for said communication request in a determination that there is no more frequency having the same priority as said frequency.
