The ring 2I is installed over the projecting end of the split sleeve I3'by compressing the latter to provide clearance for the ribs I6, whereupon the ring 2I .isslipped over the end of the sleeve and the ribs or lu s I6 ar allowed to spring into-interlocking engagements within the notches 24; In this manner the ring 2| and split sleeve I3 are interlocked by means of the ribs I6 andnotches 24 so that the sleeve may be turned by grasping and turning the ring 2I which is of a diameter to project beyond the casing H].
In order to permanently hold the ring 2! and split sleeve I3 against disconnection and also to closethe bottom end of the sleeve I3, a disk-like cap 25 is provided. This cap has a diameter and thickness corresponding to the diameter and depth of the recessed portion 23 so as to fit therein flush with the end face of the ring 2|. The cap 25 also has a circular embossment orprojection 26 which is of a diameter corresponding to the inner diameter of the split sleeve I3. Thus, when the disk 25 is pressed into the recessed portion 23 in the ring2l the embossment 26 fits snugly within the split sleeve I 3, thereby holding the split end of the sleeve rigidly against contraction. After installation of the closure disk 25 with the ring 2I these parts may be heated sufficiently to fuse or seal them together permanently, Thus, when the device is completed the parts 2I and 25 are united together as a single member which is locked to the split sleeve I3 and is alsorotatable to turn this sleeve and thereby reciprocate the follower I'I within the'telescoped sleeves I3 and III. In the present instance the annular lip or flange I4 projects slightly beyond th casing or sleeve III to provide a bearing for the cover II. The lower end of the sleeve or casing I6 is accordingly provided With tapering rib IBa projecting outwardly the same distance as the-flange or lip I4 and providing a means by which the cover II when forced over the casing III is wedgingly held in position. i
I claim:

A dispensing device of the class'described, comprising a cylindrical casing having a spiral groove at the inner wall thereof, an open ended sleeve extending through said casing and split longitudinally by means of a slot extending through the bottom end'of'the sleeve but ter'miouter diameter of the sleeve I3.
