To all whom it may concern.
Be it known that I, OSCAR H. YAEGHE, a citizen of the United States, residing at Aurora, in the county of Kane and State of Illinois, have invented certain new and useful Improvements in a cistern-Top; and I do hereby declare the following to be a full, clear, and exact description of the invention, such as will enable others skilled in the art to which it appertains to make and use the same.
The object of the invention is to provide simple, inexpensive and eflicient means for accessibly closing manholes and tops of cisterns, conduits, sewers or of manholes used in connection therewith, and more particularly to provide a cover for manholes and the like which can be locked and secured against removal or displacement except by those authorized to open the manhole or cistern as a means of preventing accident and surreptitious abstraction of the cover; and with these objects in view the invention consists in a construction, combination and arrangement of parts of which a preferred embodiment is shown in the drawing, wherein:
Figure 1 is a plan view of a manhole cover constructed in accordance with the invention.
Fig. 2 is a sectional view of the same taken diametrically.
Fig. 3 is a plan view with the cap removed.
Fig. 4 is a plan view of a modified construction of the device applicable to a cistern top new in use.
Fig. 5 is a diametrical sectional view of the construction illustrated in Fig. 4:.
Fig. 6 is a detail section on the plane in dicated by the line 6-6 of Fig. 5.
The manhole cover 10 which obviously may be of any desired or suitable shape and dimensions is provided, as for example, at or near its center, with a depression or pocket 11 fitted with a removable cap 12, and the bottom of the cup or depression being preferably perforated as shown at 13 to form drainage openings to permit moisture to escape therefrom.
Mounted upon the bottom of the pocket is a lever 14:, preferably pivoted at its center and provided with a ring forming a handle 15, the extremities or arms of the lever being connected with bolts 16 which extend Specification of Letters Patent.

through guide openings 17' in the walls of the pocket and project tov the periphery of the cover for engagement when extended with sockets 18 formed in the concrete or cement top 19 of the manhole upon which the cover rests in a suitable seat 20.
Arranged in the pocket adjacent to the ring or handle 15 is a suitable staple 21 which may be engaged in commonwith the ring by a padlock to secure the lever in the position which it occupies when the bolts 16 are extended to look the cover against displacement.
Obviously access may be had to the bolt operating and locking means by removing the cap 12 but the removal of the cover can be effected only by an authorized person having a key to the look by which the key is secured in place.
In the modified construction illustrated in Figs. 4, 5 and 6 the ordinary flat form of cistern or manhole cover 10 is shown, with an operating lever let pivoted at its center thereto near the under or inner surface of the cover, the pivot carrying a ring handle 15 and with the extremities of the arms of the lever connected with bolts 16 which extend through guides 17 for terminal engagement with sockets 18 in the wall of the manhole opening, a seat 20 being provided in said wall for the reception of the periphery of the cover.
The ring handle 15 is adapted for joint engagement with a suitable staple 21 by means of a padlock or similar fastening means to secure the lever and hence the bolts in operative position to lock the cover against displacement either surreptitiously or through accident.
The extremities of the lever 1 1 and the bolts 16 are preferably slotted and provided with openings respectively as shown at 14; and 16 respectively, for the reception of the pivot bolts or pins 16 which may be secured at any desired adjustment in the slots of the bolts. to provide for extending the latter to a greater or less degree to suit the sockets provided for their reception in the walls of the manhole, said bolts operating freely in the slots of the operating lever to compensate for the swinging movement thereof.
Corresponding in the construction illustrated in Fig. 3, the bolts 16 may be provided with series of openings 22 for selective engagement by the bolts 23 which operate in slots 24L- in the ends of the operating lever 14:.
Having thus described the invention, What I claim is 2- 1. A manhole or cistern cover having a plurality of bolts for extension beyond the periphery of the cover to engage sockets in the Wall of the manhole, a lever having connection With said bolts for actuating the same, said lever having an operating ring or handle, and a staple for joint engagement with said ring or handle by a locking device to secure the bolts in their engaging position.
2. A manhole or cistern cover having a plurality of bolts for extension beyond the periphery of the cover to engage sockets in the Wall of the manhole, a lever having connection with said bolts for actuating the same, said lever having an operating ring or handle, and a staple for joint engagement With said ring or handle by a locking device to secure the bolts in their engaging position, said cover being provided with a central depression or pocket for the reception of said operating lever and related parts, and said pocket being fitted With a removable cap.
