This tobacco starting material-bulking method and bulking system form a swelled tobacco starting material by bringing a tobacco starting material into contact with saturated water vapor (first water vapor) inside a swelling device (10) and subsequently, before drying the swelled tobacco starting material in a flush dryer (46) using superheated water vapor (second water vapor), dissipating heat from the swelled tobacco starting material in a heat-dissip-ating device (32) until the temperature (Туг) of the swelled tobacco starting material reaches a bulking starting temperature (Те) that is lower than the dew-point temperature of the superheated water vapor.
