Abstract

A mobile communication system includes a plurality of high-output base stations, a plurality of low-output base stations, and a mobile terminal. The high-output base stations have a first service area where high-output radio communication is performed. The low-output base stations have a second service area where low-output radio communication is performed. The mobile terminal preferentially accesses the high-output base station when the traffic in the first service area is low, and accesses the low-output base station only when the traffic in the second service area is high. The low-output base station includes a transmission/reception unit, monitoring section, and microprocessor. The transmission/reception unit performs radio communication with the mobile terminal. The monitoring section detect the traffic amount of the high-output base station. The microprocessor ON/OFF-controls the power supply of the transmission/reception unit on the basis of a detection result obtained by the monitoring section. A site changing method is also disclosed.
