ABST RACT Disclosed in an embodiment of the present invention are a method for transmitting data, a terminal device, and a network device. The method comprises: a 5 first terminal device determining a transmission method for a packet data convergence (PDCP) protocol data unit (PDU), the tr ansmission method comprising a replication- based data transmission method or a single-link based data transmission method; and the first terminal device transmitting the PD CP PDU to a second terminal device or a network device according to the transmissi on method determined for the PDCP PDU. 10 The method, terminal device and network devi ce disclosed in th e embodiment of the present invention facilitate attaining a balance between resource utilization and transmission reliability.
