Abstract

A communication control device (3) includes: an identifier extraction unit (30) which is configured to extract an identifier for identifying an on-board unit (A1) from an on-board unit transmission signal (D2) obtained by receiving, through a toll collection antenna (20), radio waves transmitted by the on-board unit (A1); a position measurement 5 unit (31) which is configured to measure the position of an on-board unit (A1) which has transmitted radio waves on the basis of a position measurement signal (D4) obtained by receiving, through predetermined position measurement antennas (22A and 22B), radio waves transmitted by the on-board unit (A1); and an identifier registration unit (322) which is configured to register the identifier included in the on-board unit transmission 10 signal (D2) correlating with the position measurement signal (D4) as a permitted identifier when the position of the on-board unit (A1), measured on the basis of the position measurement signal (D4), is present within a prescribed defined communication region. 15
