The coating composition preferably contains an organic solvent for the tri-organosilyl polymer linker; if the polymer is prepared in solution the polymer solution can be used in the preparation of the paint. The amine or quaternary ammonium compound may be premixed with tri-organosilyl polymer binder prior to the addition of further components of the coating composition, or the binder polymer may be blended simultaneously with the amine or compound quaternary ammonium bromide and a peptide. For example, the tri-organosilyl polymer linker and the amine or quaternary ammonium compound may be blended with the pigment using conventional paint mixing procedures to provide a composition having a pigment volume concentration comprised between, for example, 25 and 55%. The pigment is preferably a slightly soluble pigment having a solubility in seawater of 0.5 to 10 parts per million by weight and is preferably a metallic pigment. The pigment is preferably a copper or zinc compound, for example, cuprous oxide, cuprous thiocyanate, zinc oxide, zinc ethylene bis (di-t-carbomate), zinc di-methyl di-thiocarbamate, di-e-dithiocarbamate or cuprous ethylene bis (dithiocarbamate).
