Innledning Introduction
Haneskjell er et skalldyr (en art av kamskjell) som det finnes store forekomster av liggende langs sjøbunnen i Norsk farvann. Den fiskes hovedsakelig i dag nord-øst i USA og Canada. Leveområdet i Norge er rundt Jan Mayen, i Barentshavet ved Svalbard, på kysten av Troms og Vesterålen og i små lokale bestander på Vestlandet. Fangst av haneskjell er derimot svært beskjedent i Norge. Dette skyldes i all hovedsak at en til nå har ikke funnet en egnet måte å høste haneskjell opp av sjøbunnen på. Det har forekommet storskala fangst av haneskjell i Norge, omfattende tråling langs sjøbunnen fra 1986-1992. Dette viste seg å være et svært lukrativt og lønnsomst fiske. Samtidig viste det seg at fangstmetoden med tråling langs sjøbunnen både var svært ineffektivt og lite bærekraftig for miljøet og bestanden. Ved skjellskraping beskattes de aktuelle feltene 100 %. Fangstmetoden ble avsluttet og gjort ulovlig av myndighetene tidlig på 90-tallet. Siden den gang har ingen funnet en teknologisk løsning for bærekraftig og storskala høsting av haneskjell. Det finnes ingen løsning for storskala fiske av haneskjell i Norge i dag. Det fiskes små kvanta gjennom dykking. Dette er lite effektivt, relativt dyrt og sesongavhengig. I tillegg til å føre med seg et potensiale for ulykker pga. begrenset lys-, kulde- og værforhold. Eneste kjente teknologi for fiske av haneskjell er bunntråling. Bunnskraping etter skjell er en dårlig løsning siden skrapingen går på bekostning av bunnforholdene. Dette er som nevnt tidligere forbudt i Norge. Som en løsning er tråling også langt mindre effektivt enn den foreslåtte løsningen. Ved tråling vil kanskje så mye som 95% av det som kommer ombord være stein, sand og annen bifangst. I tillegg blir opp mot 70% av fangsten skadet ved tråling. Det er også en metode som ikke er bærekraftig for bestanden av haneskjell, da sjøbunnen blir skrapet opp og ødelagt under fiske.
