[Problema] Proporcionar: un agente de tratamiento de superficie hidrofilizante a base de agua para formar una película de recubrimiento hidrófilo que exhibe excelentes hidrofilicidad, durabilidad de la hidrofilicidad y resistencia a la corrosión; una película de recubrimiento hidrófilo; y un método de tratamiento de superficie hidrofilizante; [Solución] El problema mencionado anteriormente se resuelve mediante un agente de tratamiento de superficie hidrofilizante a base de agua que contiene un compuesto de silicio orgánico-inorgánico (A) y partícula inorgánica (B), en donde el compuesto de silicio orgánico-inorgánico (A) está adaptado para ser un compuesto que se obtiene mediante la mezcla de una sílice coloidal (C) y un organoalcoxisilano (D); en este respecto, la relación (MB/MA) entre la masa del contenido de sólidos MA del compuesto de silicio orgánico-inorgánico (A) y la masa del contenido de sólidos MB de la partícula inorgánica (B) está preferiblemente dentro del intervalo de 0.2 o más y 2.0 o menos; el tamaño de partícula promedio del compuesto de silicio orgánico-inorgánico (A) está preferiblemente dentro del intervalo de 3 nm o más y 500 nm o menos; además, el tamaño de partícula promedio de la partícula inorgánica (B) está preferiblemente dentro del intervalo de 10 nm o más y 600 nm o menos.
