산악 철도 궤도의 급구배 구간에 매립설치부를 형성하고,
상기 매립설치부의 바닥면에 강화노반층을 형성하며,
상기 강화노반층의 상부에 설치되어 상기 매립설치부의 내측에 매립 설치되되, 중앙부에 랙레일이 삽입 설치되는 제1홈부와, 상기 제1홈부의 양측에 일정 거리 이격되어 레일이 삽입 설치되는 제2홈부가 형성되는 궤도패널을 포함하는 것을 특징으로 하는 산악철도 매립형 톱니 궤도 구조.
