보호지연부(504)는 도 7에서와 같이 제1 전압(예를 들어 5V)을 출력하는 제1 전압원(V1)과, 제1 전압을 전압분배하도록 서로 직렬 연결된 제3 저항(R3) 및 제4 저항(R4)과, 제 4 저항(R4)에 병렬로 연결되어 제4 저항(R4)에 분배된 전압을 지연시켜 서서히 상승시키는 제1 커패시터(C1)를 구비한다. 일단 제1 전압원(V1)에서 제1 전압(5V)이 출력되면, 제3 저항(R3)과 제4 저항(R4)이 직렬로 연결되어 제4 저항(R4) 양단에 제1 전압이 분배되며, 제4 저항(R4)과 제1 커패시터(C1)에 의해 분배된 전압까지 서서히 상승하게 된다. 상승 시간은 제4 저항(R4)과 제1 커패시터 (C1)에 의한 시정수에 의해 결정된다. 제4 저항 양단에 분배된 전압이 서서히 상승하며 비교기(602)의 일 단자에 입력되고, 비교기(602)의 타 단자에는 제1 전압원(V1)과 두개의 저항(RC1,RC2)에 의해 결정된 기준전압(Vref,2.5V))이 입력된다. 비교기(602)는 이를 비교하여 제4 저항 양단에 분배된 전압이 기준전압(Vref,2.5V)보다 작으면 지연신호(Spd)를 보호제어부(506)에 출력하여 보호제어부(506)가 동작하지 않도록 한다. 제4 저항 양단에 분배된 전압이 서서히 상승하여 기준전압(Vref,2.5V)보다 크게 되면, 지연신호(Spd)는 더 이상 보호제어부(506)에 출력되지 않게 된다. 구체적으로는 제4 저항(R4)과 제1 커패시터(C1)의 값을 조정하여 상기의 제4 저항 양단에 분배된 전압이 기준전압보다 작은 기간은 구동전압(Vcc)의 셋업 시간과 일치하도록 설계한다. 이에 의해 전압제어부(406)의 초기구동시 구동전압(Vcc)이 셋업 되는 기간동안에는 보호지연부(504)에서 지연신호(Spd)가 출력되어 보호제어부(506)가 동작하지 않게 된다.
