일측이 상기 압축공기공급부와 연결되고 다른 일측이 상수도관에 구비된 천공으로 삽입되며, 상기 압축공기공급부로부터 공급받은 압축공기를 상기 상수도관의 내부로 배출하기 위한 압축공기배출부를 포함하며,
상기 압축공기배출부는,
일측이 상기 압축공기공급부와 연결되고 다른 일측이 상기 천공에 삽입되는 노즐; 및
상기 노즐의 다른 일측에 형성되며, 상기 압축공기공급부로부터 공급받은 압축공기에 의해 회전하여, 와류를 형성시켜 배출하기 위한 회전날개를 포함하며,
상기 노즐의 각도를 조절하기 위한 각도조절부를 더 포함하며,
상기 각도조절부는,
상기 노즐의 일측에 형성되는 와이어관; 및
