상기 중앙관제시스템의 동작을 제어하여, 상기 방범CCD시스템제어단계를 수행하여 전송하는 놀이터 영상을 수신하여 나타내고, 수신된 놀이터 영상 중에서 스마트폰에서 요청하는 놀이터 영상을 선택하여 해당 스마트폰으로 이동통신망, 또는 무선 랜을 통해 전송하는 중앙관제시스템제어단계; 및,
스마트폰을 이동통신망, 또는 무선 랜을 통해 상기 중앙관제시스템에 접속시켜 놀이터 상황을 모니터링 하는 스마트폰제어단계;를 포함하여 구성되되,

상기 방범CCD시스템제어단계는,
놀이터에 설치된 하나 이상의 CCD 카메라를 통해 놀이터 상황을 촬영하는 영상촬영단계;
상기 영상촬영단계를 수행하여 촬영한 놀이터 영상을 관리실시스템으로 전송하는 카메라시스템전송단계;
상기 카메라시스템전송단계를 수행하여 전송하는 놀이터 영상을 저장하고 모니터링 하는 관리실시스템모니터링단계; 및,
상기 관리실시스템모니터링단계를 수행한 후, 놀이터 영상을 인터넷망을 통해 중앙관제시스템으로 전송하는 관리실시스템전송단계;를 포함하여 구성되고,

상기 중앙관제시스템제어단계는,
하나 이상의 방범CCD시스템에서 전송하는 놀이터 영상을 수신하여 나타내고 저장하는 관제시스템모니터링단계;
상기 관제시스템모니터링단계를 수행한 후, 가입자가 스마트폰에 표출되는 놀이터 영상 중에서 특정 어린이를 선택하여 추적하고자 하는 추적기능이 선택되었는지의 여부를 검출하여 추적기능이 선택된 것으로 판단되면, 해당 놀이터 영상을 분석하여 어린이 영상을 추출하고, 상기 추출된 어린이 영상 중에서 선택된 어린이 영상의 특징을 추출한 후, 선택된 특정 어린이의 움직임에 따라 방범CCD시스템에서 전송하는 다수 개의 놀이터 영상 중에서 해당 어린이가 존재하는 영상을 선택하여 가입자의 스마트폰으로 전송하는 추적기능수행단계;
상기 추적기능수행단계를 수행한 후, 가입자가 선택한 특정 어린이가 CCD 카메라 촬영 범위를 벗어나는지의 여부, 또는 가입자가 설정한 일정 범위를 벗어나는지의 여부를 검출하여 경보신호를 발생하도록 하는 경보기능이 선택되었는지의 여부를 검출하여 경보기능이 선택된 것으로 판단되면, 해당 놀이터 영상을 분석하여 추적 대상 어린이를 추적하다가, 해당 어린이가 CCD 카메라 촬영 범위를 벗어나거나, 또는 가입자가 선택한 일정 범위를 벗어나면 이를 나타내는 신호를 가입자 스마트폰으로 전송하고, 경보신호를 발생하는 경보기능수행단계; 및,
상기 경보기능수행단계를 수행한 후, 스마트폰에서 놀이터 영상 요청이 있는지의 여부를 검출하여 놀이터 영상 요청이 있을 경우 이동통신망, 또는 무선 랜을 통해 해당 놀이터 영상을 해당 스마트폰으로 전송하는 관제시스템영상전송단계;를 포함하여 구성되고,

상기 스마트폰제어단계는,
가입자가 스마트폰을 통해 중앙관제시스템에 접속하는 로그인단계;
상기 로그인단계를 수행한 후 놀이터 상황을 모니터링 하는 모니터링 조건을 입력하는 모니터링조건입력단계; 및,
상기 모니터링조건입력단계를 수행한 후, 입력한 모니터링 조건에 따라 놀이터 상황을 모니터링 하는 스마트폰모니터링단계;를 포함하여 구성됨을 특징으로 하는 스마트폰과 유/무선 통신망을 이용한 놀이터 모니터링 시스템의 제어방법.
