일측에 수평하게 관통되며 관통된 내주면에 돌부(11a)가 마련된 가이드홈(11)을 갖추고서, 전주(P)의 외면에 밴드부재(B)를 매개로 설치되는 한 쌍의 지지대(10,10')와;
가이드부재(G)를 매개로 한 쌍의 지지대(10,10') 사이에 이동가능하게 설치되는 랙(20)과;
내주면에 상호 대향되는 좌나사탭(30a)과 우나사탭(30b)을 갖추고서, 지지대(10,10')의 가이드홈(11) 사이에 배치되어 랙(20)과 맞물려 회전되는 제1피니언(30)과;
가공배전선(L)을 고정할 수 있도록 된 애자(41)와, 길이방향을 따라 결합홈(42a)이 형성되며 외주면에 좌나선 또는 우나선을 갖는 나사부(42)를 갖추고서, 가이드홈(11)의 돌부(11a)에 삽입되어 제1피니언(30)과 체결되며, 제1피니언(30)의 정역회전에 의해 길이가 조절되는 길이조절부재(40,40')와;
한 쌍의 지지대(10,10') 중 어느 하나에 설치되어 주변온도를 측정하여 측정된 온도 값을 출력하는 온도센서(50)와;
