PURPOSE:To enable an optimum engine control to be attained over the total speed range by selecting the maximum lift of an intake valve to be changed by a maximum lift changing means, when an engine is in high speed operation, and the operative timing of the intake valve to be changed by a valve operative timing changing means when the engine is in low speed operation. CONSTITUTION:In the case of an engine whose intake valve is opened and closed by a valve driving gear consisting of a hydraulic actuator means 54 containing a plunger, the engine provides an operative timing changing means B changing the operative timing of the intake valve by the hydraulic actuator means 54 and a maximum lift changing means C changing the maximum lift of the intake valve by the hydraulic actuator means 54. An engine speed is detected by an engine speed detecting means 178, and selecting by a switching means D respectively the maximum lift changing means C, when the engine speed is detected to be larger than the predetermined threshold value by a discriminating means A, and the operative timing changing means B when the engine speed is detected to be smaller than the predetermined threshold value, the engine changes the maximum lift of the intake valve or its operative timing.
