A switching processing part 7 always monitors the reception level, and switches a switch 4 setting a certain reception level as the threshold value, and operates a device according to the characteristic curve 33. By constituting the device in such way, it is possible to always keep the service with high speech quality and a speech even at the part with a low reception level.
