PURPOSE: To obtain a deinking agent excellent in deinking activities, providing good yield of deinked regenerated pulp, and suitable for deinking regenerating treatment of a waste paper such as a wood-free paper obtained by papermaking of a bleached chemical pulp by substituting an alkyl group of a cationic quarternary ammonium salt with hydroxyethyl group. CONSTITUTION: The objective deinking agent of formula I (R is an 8-18C alkyl; X<-> is an anion; R' is formula II) is obtained by substituting a part of alkyl groups of a cationic quarternary ammonium salt with hydroxyethyl group. The deinking agent, preferably in a proportion of 0.04-0.4% is added to a waste paper such as a wood-free paper obtained by papermaking of a bleached chemical pulp, or a waste paper such as a very white waste paper, a simili waste paper, and a colored good waste paper generated from an art coated paper to carry out deinking regenerating treatment.
