Next, when directed toward a car wheel lock, solenoid valves 22a, 22b are respectively changed over to positions III, II, and the air within the air pressure chamber 19 is released to atmosphere, and at the same time, air feeding is done to a back pressure chamber 20, and a piston 11 is made to retreat and the valve 7 is closed.
