Abstract

CONSTITUTION: When a lock device is released, a hanging rope 3 is paid out from a wind-up drum 12 and falls under the gravitational force of a falling object W, and a pin wheel 13 is rotated integraly with the wind-up drum 12 so that a pin wheel 20 falls so as to abut against an upper stage guide block 23a while it falls by being rotated along an inclination of the upper stage guide block 23a. An ankle 14 swings in on the side remote from inclination so that the pin wheel 20 comes off and then abuts against a lower stage guide block 23b. When the ankle 14 swings in the reverse direction so that the pin wheel 20 comes off and falls from the lower stage guide block 23b, the next pin wheel 20 falls and abuts against the upper stage guide block 23a so as to repeat the same steps. Through the swinging cycle of the ankle 14, the rotation of the pin wheel 13 is controlled. Accordingly, it is autonomously controlled at a constant speed.
