An optical signal for monitoring which attains a specified level at the receiving end is passed through the fibers 3, 4. Cutting of either of the fibers 3, 4 or both thereof is always required to make radio tapping. The cutting is detected from the decrease in the photodetection level as a result of such cutting. The cutting and wire tapping of the optical fiber are thus surely prevented.
