かして鉄塔本体は送電線から離れているため電気的危険
性は少なく、かつ塗装作業を比較的簡単に行えることも
あって、従来より防錆塗装は十分に施されてきた。これ
に対しアーム部の防錆塗装は、塗料が飛散して鉄塔周辺
や碍子を汚さないように、アーム部全体を塗料飛散防止
用ネットやシートにて覆った上で行れていたか、かかる
方法はアーム部先端は高圧活線に近接しているため電気
的にきわめて危険であり、このため防錆塗装を行う際に
は送電を停止せねばならず、また送電停止ができない線
路では、鉄塔本体にのみ塗装を施して、最も防錆塗装の
必要性の高いアーム部は塗装されずに放置されている実
情にあった。また上記従来方法の場合、ネットやシート
の資材費や組立て解体費等に多大な経費がかかり、また
組立て解体作業は足場の悪い高所で行われるため危険性
が多い等の種々の問題があった。
