、偏心カムに取付けられたハンドルと、偏心カムのカム
面に当接して偏心カムの回転により管状構造物の軸方向
に移動する第２部材とを有し、第２部材の端部は他方の
管状構造物のフランジ上を越えて延び、その延長部先端
部には上記他方の管状構造物のフランジを上記一方のフ
ランジに対して押圧する押圧部が形成されていることを
