（１）操作レバーを枢着し、ハンドルバーに取付けるブ
ラケットの外面を覆うブラケットカバーであって、柔軟
度の低い砂層と、柔軟度の高い軟層とを備え、前記砂層
を軟層の外側に設けたことを特徴とするブラケットカバ
