The relay station 3-1 returns a BF signal to the relay station 1 if the outgoing line has failure and congestion, on the way of reception processing of this connection signal. The outgoing relay station 1 decides the detour to the 2nd and 3rd routes II and III for required detour when the central 19 monitors the BF signal via the outgoing sender 14 and receives the BF signal.
