PURPOSE:To execute a measurement without being influenced by an external noise such as earth voltage, etc., by generating a square wave output by an oscillating circuit output by an inverter circuit, etc., making it flow into an earthing circuit, and synchronously rectifying a signal from a measuring electrode. CONSTITUTION:To output sides of inverters 23, 24 of a free running multivibrator consisting of two stages of CMOS inverters are connected transistors 27, 28 and a non-saturation type transformer 29 for output. Oscillation frequency of the free running multivibrator is decided by CR time constant of a capacitor 25 and a resistance 26, and is not phase-modulated by a noise current which is caused by earth voltage, etc. In this way, even when a square wave measuring current flowing in a measuring loop has been detected by a synchronizing detector 5, an earth voltage component is not detected, and earth resistance of an earth body 7 to be measured can be measured with high accuracy.
