PURPOSE:To connect fixed connection service packets and general connection service packets mutually, by performing conversion of the protocol based on logical channel numbers. CONSTITUTION:A conversion processing part 3c and a memory 3d are provided in an interline connection device 3; and in the conversion processing part 3c, the protocol conversion processing between a fixed connection service packet 1A and a general connection service packet 1b is performed on a basis of address conversion memories corresponding to respective packet terminals 2A-2C which are stored in optional areas in the memory 3d. That is, on the basis of the three-layer structure protocol between networks and terminals consisting of the electric level, the physical level, the frame level, and the packet level, the logical channel number of fixed connection is converted to the calling subscriber's number of the calling packet or the terminating subscriber's number of the terminating packet or the reverse conversion is performed in respect to respective packets 1A and 1B related to the virtual call.
