PURPOSE:To obtain a value close to concentration of a developing agent used actually to visualize a latent image by detecting the concentration of a developing agent stood in upstanding tuft form to visualize the latent image in a latent image carrier. CONSTITUTION:A detecting unit 502 incorporates a light source 301 and a photodetector 303. The light source and the photodetector are fixed and a cylindrical part 501 is made rotatable from a developing sleeve 102 or developing agent carrying sleeves 202, 203 etc. A reflection film corresponding to standard concentration is formed in the inside of the cylinder and a transparent glass window 503 is provided in a part of the inside, and the detecting unit 502 is installed to rub the ears 504 of the developing agent. By arranging the detecting unit as above, concentration of the tuft part 504 of the developing agent can be detected correctly through the window 503 without adhesion of unnecessary matters on the window 503 by rubbing of tufts of the developing agent 108.
