PURPOSE:To measure pulse widths with high accuracy by synchronizing the pulse signals to be measured to basic clocks, and correcting the pulse widths at the rise and fall thereof by utilizing a delay circuit. CONSTITUTION:Quantizing video 3 which is the pulse signal to be measured is inputted to a delay circuit 7 and a synchronizing circuit 8, and the video 3 is synchronized with basic clocks 5. How many basic clocks 5 to enter the width of this synchronized video signal 9 are counted with a counter 11. On the other hand, the time from the rise end of the video 3 until sampling of the output of the circuit 7 at the rise end of the synchronized video signal is stored in a register 12.
