A solenoid 86 is connected to the bottom end of this stop lever 85, and a detaining pawl 75 extended laterally is provided. This pawl 75 is meshed at all times with the ratchet cam 88 provided coaxially to a driving wheel 75, and while the cam 88 is held stopped to the pawl 87 by the clutch provided between the cam 88 and the wheel 75, the wheel 75 does not revolve, and the wheel revolves when the cam 88 is freed.
