For instance, a coal feeder coal quantity transmitter 22 is connected to a device of time lag of first order 101, a mill differential pressure transmitter 20 is connected to a function generator 104, and both of them are selected by a switching relay 103. When starting and stopping the mill, the switching relay 103 is driven and switched to the side of the function generator 104, by a signal monitor relay 105, and a signal monitor relay 102 and an OR circuit 106, respectively.
