The combined cooler-dehumidifier 9 comprising a heat exchanger 8 is provided in front of the net 3, and is connected to a radiator 11 through a compressor 10 and a closed circuit 12. At the time of using, when the compressor 10 is driven, a high-pressure coolant is circulated through the cooler-dehumidifier 9 and the radiator 11, fins 8 of the cooler-dehumidifier 9 are cooled to a low temperature, and air dampened by passing through the water film formed at the net 3 makes contact with the fins 8, whereby further cooler air is produced.
