Abstract

PURPOSE:To efficiently obtain hydrogen at low voltage by forming a porous layer or an inorg. substance having no activity as an electrode and a porous layer of an org. substance having a specified composition on both sides of an ion exchange membrane dividing an electrolytic cell for electrolyzing water into anode and cathode chambers. CONSTITUTION:On one side of an ion exchange membrane a porous layer of an inorg. substance having no activity as an electrode such as oxide, hydroxide, nitride or carbide of Ti, Zr, Nb, Ta, V or Mn or a mixture of >=2 kinds of such compounds is formed. On the other side of the membrane a porous layer made of modified polytetrafluoroethylene copolymerized with a fluorine-contg. monomer contg. an acid type functional group as a modifier is formed. The modifier includes a compound such as CF2=CFO(CF2)3COOCH3.
