CONSTITUTION:A steering shaft 3 is assembled by an upper shaft 7 at the center axis, and a lower shaft 8 at the hollow axis, the lower end part of the upper shaft 7 is inserted to the inside of the upper end part of the lower shaft, the both shafts, 7, 8 are integrated in the turning direction by means of serration fitting at their inserting part 9, and they are fixed in the axial direction using molded resin 14. An engaging groove 11 to engage a lock key is formed at the inserting part 9, and said engaging groove 11 is assembled by a penetrating hole 11a of the lower shaft 8, and a recessed part 11b of the upper shaft 7.
