CONSTITUTION:Character signals, in preliminary processing or already normalized, are inputted in the register 2 of a removing section 101 of this invention, and input signals from the register 2 are inputted to an area search circuit 3, a segment counter 4 and a black dot counter 5. A segment removable area is set near the frame around a character area normalized by the search circuit 3. An ON signal is inputted to a decision circuit 6 for removable area and an OFF signal is inputted for other areas. A continuous black mesh area is detected by the counter 4 and an ON signal is added to the circuit 6. Black mesh points are counted by the counter 5, and when it is less than a specified threshold value, an ON signal is added to the circuit 6. When ON signals are inputted simultaneously, a signal is sent to a removing circuit 7 and signal processing is made by a conventional normalizing circuit 11.
