When an output of the optical fiber 1 increases, the output voltage of a peak detector 6 increases, the output voltage of a differential amplifier 7 and the high voltage DC amplifier 9 increases, the transmittivity of the optical intensity modulator 10 drops, the negative feedback is provided, and an optical input level to the photodiode 2 and output voltage to a terminal 5 are controlled to a constant value.
