CONSTITUTION:A jib crane 10 is mounted on a truck 19, the truck 19 is moved upwardly along an inclined ascending rail 23, and a dam is constructed by the jib crane 10. Then, an inclined ascending rail 23 is newly set on a dam slope 20 formed, and the truck 19 is moved upwardly along the rail 23. After a dam is constructed up to a certain height, the running rail 35 is set on the upside of the dam and the jib crane 10 is transferred from an auxiliary runner rail 18 to the runner rail 35. And, while moving the jib crane 10 on the runner rail 35, the dam is constructed within a horizontal range.
