PURPOSE:To make the high speed simulation of flow rate distributions in a sewer treatment system, etc. by making a water depth level-flow rate table with respect to a transport pipe of a reference section and calculating the velocities of flow of other transport pipes by similarity ratios, etc. CONSTITUTION:A flow rate measuring device 45 calculates the flow rate of a transport pipe accurately through interpolation from the actually measured water depth level of the transport pipe by the similarity ratio between the water depth level-flow rate table made in accordance with the measured value of a transport pipe of a reference section and said transport pipe. If the flow rate obtained by this is divided by the sectional area, the velocity of flow is determined easily. Hence, the change in the flow rate, the velocity of flow, etc. is calculated easily and simply from the water depth level of each transport pipe, and the flow rate distributions of a sewer treatment system, etc. are simulated repeatedly at a high speed by means of a pump operation optimum ratio device 46 and a forecasting device 44 for flow rate distributions of culverts of feedback connection, and the discharge pumps of various transport pipes are run adequately.
