PURPOSE:To increase the coding efficiency, by applying a binary coding system using the correlation of the inter-block gradation for the gradation information to the picture element information. CONSTITUTION:A halftone facsimile signal 5 is divided into the blocks comprising several picture elements and then separated 1 into the gradation information representing the gradation of the blocks and the picture element information showing the image resolution to perform the coding 2 and 3. In this case, a picture element having the same gradation as the mean gradation of the block is categorized to the lighter gradation information, and the mean gradation of the block is used as the only gradation information in case the gradation is substantially even within the block. Then the picture element information equivalent to the picture element showing the mean gradation is formed to all picture elements. After this, the picture element information is binary code 2, and at the same time the gradation information is coded 3 with a flag showing that the gradation of the block to be coded is equal to the gradation of the same kind that emerges immediately before. Otherwise the coding 3 is carried out with use of the flag and the gradation information.
