CONSTITUTION: A covering layer 4 is formed on the outer peripheral surface of the journal part 1 of a turbine rotor, corresponding to a bearing 2. The covering layer 4 is formed, on the outer peripheral surface of the journal part 1, by applying the material having a high thermal conductivity, for example chrome covering material, through coating or builed-up means and by forging and molding the covering material.
