PURPOSE:To supply cooling gas in a cheap self-supplying process by introducing pure O2 and unburnt recovered waste gas as cooling gas each separately; the O2 from the inner pipe of a double pipe at the hearth of a bottom blown refining furnace, the cooling gas from the outer pipe. CONSTITUTION:O2 gas 3 for refining is blown from the center pipe 2 of a double pipe of the hearth of a bottom blown converter 1 into molten steel 4 in the furnace, and cooling gas is blown from the outer pipe 5 to perform refining operation. Waste gas 6 generated from the furnace 1 during refining process is recovered by a recovering unit 7, sent to a reservoir 9, then sent 11 by blower 10 to a combustion equipment 12 for sequential consumption. At this time, part of the recovered gas is branched 13, is pressurized by a compressor 14, and supplied to the outer pipe 5 as cooling gas.
