PURPOSE:To obtain a catalyst in which only the palladium metal particles have ruggedness on the surface layer, and which is long in life and has a low-temp. activation capacity by subjecting the palladium catalyst of the porous metal carrier having chromium surface layer to heating oxidation and heating reduction. CONSTITUTION:Palladium metal particles are dispersed and stuck on a porous metal carrier having chromium surface layer, after which this catalyst is subjected to heating oxidation in an oxidative atmosphere and to heating reduction in a reducing atmosphere. Then, only the palladium metal particles of this catalyst form <=0.1mum ruggedness on the surface layer. Hence, the alloying of the palladium metal dispersion particles with the carrier metal is difficult to take place; and nevertheless, the catalyst of high activity at low temp. is obtained because the surface area of palladium particles is large.
