CONSTITUTION:When a reduction parameter signal (d) is input to the constant setting circuit 11, a counting signal (e) for thinning out one piece among (n) pieces of scanning lines is set to the counting circuit 12 by a counting value load signal (f). After that, a scanning start signal (b) is input to the counting circuit 12, and when the counting value becomes ''0'', a carry signal (g) is output, and a thin-out command is given to the constant setting circuit 11. As a result, the constant setting circuit 11 inputs a thin-out signal (h) operating as a logical sum execution signal of two scanning lines, to the picture signal processing circuit 10, and the processing for thinning out the n-th scanning line. Accordingly, a picture signal can be reduced optionally by changing a reduction parameter signal.
