A continuous voice signal is digitized by the A/D converter 5, and is stored in the buffer memories 6, 7 in due order. On the other hand, whether the picture motion is large or not between the adjoining frames is decided by the motion detection circuit 4. In case it has been decided by the motion detection circuit 4 that the motion is quick, a picture and a digitized voice are transmitted reciprocally at intervals of 1 field, and on the other hand, in case it has been decided that the motion is slow, a picture and a digitized voice are transmitted reciprocally at intervals of 1 frame.
